Approval of Novation Contract #24-707-40 with
Contra Costa Association for Retarded Citizens, Inc .
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to
execute on behalf of the County, Novation Contract #24-707-40 with Contra Costa Association
for Retarded Citizens, Inc. , in an amount not to exceed $320, 590, to provide a day
treatment program for high risk, delayed, or emotionally disturbed children at the Lynn
Center, for the period from July 1, 2001 through June 30, 2002. This Contract includes
a six-month automatic extension through December 31, 2002, in an amount not to exceed
$160,295.
FISCAL IMPACT•
This Contract is funded 44.26 by Federal Medi-Cal Revenue and 55.8% Mental Health
Realignment. This Contract includes the Fiscal Year 2001-2002 Cost of Living Adjustment.
CNILDREN'S IMPACT STATEMENT:
This Mental Health Program supports the following Board of Supervisors' community outcomes:
"Children Ready For and Succeeding in School"; "Families that are . Safe, Stable, and
Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children
and Families" . Expected program outcomes include an increase in positive social and
emotional development as measured by the Child and Adolescent Functional Assessment Scale
(CAFAS) and placement at discharge to a lower level of care.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
For several years, this Contractor has been operating a day treatment program for
preschoolers with measurable delays in interpersonal, social/emotional, language and
cognitive development for children who are at risk for such delays, included are abused,
developmentally delayed, emotionally disturbed and environmentally deprived children who
do not meet the criteria for any categorical funding source for services.
On December 12, 2000, the Board of Supervisors approved Novation Contract #24-707-39 for
the period from July 1, 2000 through June 30, 2001, which included a six-month automatic
extension through December 31, 2001.
Approval of this Novation Contract #24-707-40 replaces the six-month automatic extension
under the prior Contract, and allows the Contractor to continue providing services through
June 30, 2002.
