RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to execute contract #33-499-16 with First Baptist Church in the amount of$1,753,874 for Head Start Delegate Agency services for the period from January 1, 2002 through December 31, 2002. 11. FINANCIAL IMPACT: This program is federally funded by the U.S. Department of Health and Human Services, Administration for Children and Families. First Baptist Church is responsible for the local, non-cash, in-kind match of$438,469. Funding for the period from January 1, 2002 through June 30, 2002 is included in the Department's.FY 2001-02 Budget. Funding for the period from July 1, 2002 through December 31, 2002 will be will be included in the Department's proposed FY 2002-03 Budget. .1.11. CHILDREN'S IMPACT STATEMENT: The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall. goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. IV. .REASONS FOR RECOMMENDATIONSBACKGROUND: On September 11, 2001 the Board approved and authorized submission of the 2002 Head Start Grant Application to the U.S. Department of Health and Human Services, Administration for Children.and Families (ACF).to continue Head.Start program.services to approximately 1,816 children and their families for the period from January 1, 2002 through December 31, 2002. On January 16, 2001 the Board approved a contract with the Delegate Agency to continue Head Start services in East Contra Costa County for the period from January 1, 2001 through December 31, 2001. Approval of this contract will allow the Delegate Agency to continue, without interruption, Head Start program services to children and families during the 2002 calendar year. This contract will be reviewed and approved as to form by County Counsel prior to execution.
