's Costa DATE: NOVEMBER 6, 2001 °°STA couK� County SUBJECT: CONTRACT FOR ELECTRONIC COMMERCE SERVICES WITH IMAGE X ENTERPRISES, INC. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract with Image X Enterprises, Inc., in an amount not to exceed $125,000 for design and development of electronic commerce applications for up to five County data systems for the period November 1, 2001 through October 31, 2004. FISCAL IMPACT: Costs for application development are $9,000 per data system. Annual maintenance costs Countywide are $20,000 in Year 1 and $24,500 each in Years 2 and 3 of the contract. Programming for interfaces with existing County accounts receivable and legacy database systems are additional and are charged at an hourly rate of $139. All contract and transaction costs will be borne by participating departments and are generally recoverable through convenience charges to Internet customers. BACKGROUND: In November 1999, the Board authorized the County Administrator to hire Carta, Inc. to lead County departments through a thought process to develop a vision for their web page presence. Carta's work, which was completed in December 2000, provides the context for the next phase of the County's web page project, which will be the implementation or "roll out" of those applications identified in the department road maps developed by Carta and department staff. There is a high level of enthusiasm amongst County departments about the County web site and no shortage of ideas for long-term County electronic commerce applications. DEPUTY ' � t i Contract with I mageX for E-Commerce December 4, 2001 Page 2 collection of traffic fines; collection of child support payments; sale of maps, vital records and other documents; online payment of tax bills; appointment scheduling; filling of pharmaceutical prescriptions; claims processing; employment applications and other forms; vendor bidding; and an interactive County Bulletin Board. The need for efficiency and security requires a coordinated approach to conducting electronic commerce. In March 2001, the County issued a Request for Proposals to develop various electronic commerce applications. Six proposals were received, and were screened and narrowed to two finalists. On August 29 and 30, 2001, a selection committee comprising staff from the County Administrator's Office, Department of Information Technology, Auditor- Controller, and interested County departments selected (mageX Enterprises, Inc. to be the Countywide consultant on the development of electronic commerce applications. It is recommended that this contract be re-evaluated in 2003. 1�
