SUBJECT: APPROVING THE FIRST AMENDMENT TO CONSULTING SERVICES AGREEMENT FOR THE
HEADSTART CLASSROOM EXPANSION AT FAIR OAKS ELEMENTARY,2400 LISA LANE,PLEASANT
HILL FOR THE COMMUNITY SERVICES DEPARTMENT(WH465B FORMERLY WW0147)
SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
A. APPROVE the First Amendment authorizing extra work under the Consulting Services Agreement
dated July 24, 2001 with Hansen/Murakami/Eshima for additional architectural and construction
management services for the Headstart Classroom Expansion at Fair Oaks Elementary, 2400 Lisa
Lane, Pleasant Hill for the Community Services Department. The First Amendment increases the
scope of services and increases the payment limit from $99,016 to $116,133.
B. AUTHORIZE the Director of General Services to execute the First Amendment to the consulting
services agreement and to issue written authorizations for extra work, in addition to the authorization
for the. First Amendment, provided that the cumulative total extra cost for such additional
authorizations shall not exceed $10,000.
II. FINANCIAL IMPACT
The Administration for Children and Families (ACF), under the Department of Health and Human Services
(HHS), awarded a Head Start Expansion Grant in September 2000 for two preschool classrooms (40
children) for Fair Oaks Elementary School in Pleasant Hill. All expenses are revenue offset and there is
$1,351,000 appropriated for the project.
III. REASONS FOR RECOMMENDATIONSBACKGROUND
A. On July 24, 2001, the Board of Supervisors approved and authorized the Director of General Services
to execute a consulting services agreement with Hansen/Murakami/Eshima. The agreement provides
for architectural and construction management services for the addition of a modular classroom and
sitework for the Headstart Classroom Expansion at Fair Oaks Elementary, 2400 Lisa Lane, Pleasant
Hill.

FIRST AMENDMENT TO CONSULTING SERVICES AGREEMENT
FOR THE HEADSTART CLASSROOM EXPANSION AT FAIR OAKS ELEMENTARY,
2400 LISA LANE,PLEASANT HILL FOR THE COMMUNITY SERVICES DEPARTMENT

1. Effective Date and Parties: Effective December 4, 2001, Hansen/Murakami/Eshima(herein called "Consultant"), a Corporation, and the County
of Contra Costa(herein called"County"),a political subdivision of the State of California,mutually agree as follows:
2. Purpose: On July 24, 2001, the parties entered into a contract entitled "Consulting Services Agreement," referred to as the "Agreement," which
covers architectural and construction management services for the addition of a modular classroom and sitework for the Headstart Classroom
Expansion at Fair Oaks Elementary, 2400 Lisa Lane, Pleasant Hill for the Community Services Department. The parties desire to amend the
Agreement to expand the scope of service and to increase the payment limit accordingly.
3. Amendments to Agreement:
A. In the Agreement, Section I(e), change the Payment Limit from $)),016 to $116,133, an increase of S17,117. This change shall apply to
charges from and after October 23,2001.
B. In accordance with Section 14 of the Agreement,provide the following extra services:

4. Effect:
Subject to the revisions made by this and any prior amendments,the Agreement shall remain in full force and effect.
