SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to AMEND Contract #20-417-27 with the Contra Costa Crisis Center, increasing the contract
amount by $12,100, from $31,000 to a new amount of$43,100, for after-hours Children's
Protective Services emergency response for the period from July 1, 2001 through June 30,
2002,

RF,CO MMFNDED ACTION-
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND
Contract 420-417-27 with Contra Costa Crisis Center, increasing the contract amount by $12,100, from
$31,000 to a new amount of$43,100 for after-hours Children's Protective Services emergency response for
the period from July 1, 2001 through June 30, 2002.
FINANCIAT, IMPACT*
$43,100 EHSD administrative allocation: County cost is $8,260 (20%); State (40%); and Federal (20%).
CHILDREN'S IMPACT STATEMENT!
This contract supports two County outcomes: "Families that are Safe, Stable and Nurturing" and
"Communities that are Safe and Provide a High Quality of Life for Children and Families." Contra Costa
Crisis Center provides after-hours emergency response and immediate intervention and counseling for
children and adults, addressing critical issues of suicide, homelessness, grief, abuse, neglect and other crises.
BACKGROUND-
The Board most recently approved a contract with the Contra Costa Crisis Center on June 5, 2001 (c.112). This
amendment permits the first cost adjustment for this contract since FY 1998-1999, improving the Crisis
Center's capacity to provide continued after hours crisis line telephone support for EHSD, while addressing
issues of volunteer training and staff retention.
Contra Costa Crisis Center provides 24-hour crisis lines, grief counseling, homeless services, community
education, information and referral, and disaster services training to community-based organizations. By
backing EHSD Emergency Response Program staff when they are in the field, providing first response to EHSD
Emergency Response (ER) calls on weekdays, weekends and holidays, this contract helps EHSD to meet its
obligations under the federally mandated 24-hour Children's Protective Services Emergency Response Program.
