Supervisor Glover recommended Bruce Croskey. Mr. Croskey is currently serving as Dean for Heald College in Concord; served as a teacher in Pittsburg Unified School District, and a previous member of the Los Medanos Board. Emergency rooms at Sutter Defta,.Mt.-Diablo and Contra Costa Regional medical centers lost about$10 million in 1-999-000. Redirection of resources to.urgent care in Pittsburg, in cooperation with this district, could well lessen those loses and-improve quality of care in a significant portion of the county. The groundwork w&VY-Wd-in the district's nursing grant.-program last May, in which the -hospitals and the district pooled-resources to fund an additional registered nursing class at .the college,even though a faction on the district board attacked this advance by filing a -complaint with.a state agency. The county's cooperation withithis-district would-be most appreciated by your encouraging a-doctor to participate in the District's Liaison Committee-meetings, as recently suggested by a member ofthe-cornmittee;-by allowing-county security personnel to.sign-in and-out users of the district board and conference rooms for-hedth and support classes.and non-profit business meetings, and-by sharing some staff resources in program development-and health-profile preparation. Mr. Stewart observed-we have.two people who joined this Board to eliminate it and vote for.things-.they want.but vote against everything else except for friends who want favors. -Friends.come to-this :meeting and make.threats and everyone who has something to say should-attend all meetingsand.see what.is.done.here. He further stated he doesn't see any local politicians and the local-Dispatch/Ledger.does_not reportfacts accurately. Mr.:Rubi then commented once again about the nursing-program. People from Los Medanos. College came..and requested help with their nursing..program and Ms. Stewart presented-a.positive figure..for.this program. The District started the ball rolling and-ntherhospitals joined with-contributions:to_attow.the-college to hire an additional nursing instructor and add 12 additibnal-nursing students to the ADN programa-He holds all:nurses on.a.pedestal as a.result of receiving care during the Korean conflict.. He agrees with this.program and.thanks the Board for their part in this and-especially to-Ms. Stewart brought this program to our attention. Mr. Prince commented for the record that John Muir, .Mt.. Diablo, Sutter-Delta and Kaiser facilities all donated funds to the college. Lou Rosas, a resident.of Pittsburg and the-formermayor of Concord,commented that this public comment session seems to go;on.. He believes this is.required-before we can makeany recom.mendations on pursuing other programs. This forensic audit should include:aU expenditures made from October 1998 to present and lookfor discrepancies. Mr. Tatomer stated as-Treasurer he can see the logic for this-audit and he has been making it clear for a-year that he has issues and the Board-has-broughtthis upon itself. We can eliminate all of this by approving..his.request that he sign-all-checks and-all checks require two signatures regardless of amount. Resident_Evamarie Croskey stated this.is a witch hunt. Ms. Stewart advised that we presently-have an auditor who does this every month. Mr. Turner said a forensic audit is a-more{detailed account of all audits-and our.present auditor is probably capable but we need this forensic audit. Our former-President served as Treasurer and then as President he.still'was%involved in-the-accounting end; this is not a witch hunt—we are-asking for more detail and that is what we are-asking for. Ms. Stewart noted we cannot move forward with any programs until the audit is completed. Mr. Turner agreed but said we could request proposals now and put off any decision on funding as.was.done last_year when organizations had to wait. Ms. Lazio stated.,you,watt,clarity_and..you are looking:for discrepancies and we are wasting time-and-money. --Due to-the-time:process-for-these audits, she questioned whether there was any other alternative. .Mrs .Turner stated we are not looking at a long time;there-are firms that do this quickly and we can get someone experienced and it won't take..a-long time. ..Further,- these audits-.are always_conducted when changing-officers;1a.0 want.to ensure that everything is OK: Mr. Tatomer said it .shouldn't take more than-six-months -and shouldn't cost-more .than $15,000. He shares Mr. Turner's concerns; however; and listen to what he:say$;:if we approve his proposal thatbesigns aU checks and two signatures are required;he can change his mind on this. Ms. Lazio then responded she has no problem with the audit and wants everyone.to be satisfied. It was further agreed that, due to time commitments, all healthcare.program funding recommendations will,be held in abeyance pending the conclusion of the forensic audit. ,Mr. Tatomer then moved he do everything in the Treasurer's capacity. Mr. Turner.advised him he needs to be mindful as'to the agenda-item we are addressing. Mr. Tatomerasked if a motion was required to accept the resignation and Mr. Coffey stated it was not necessary. Following discussion regarding dales and time lines, -itwas agreed that a vacancy .notice will be posted locally.on Wednesday, October 1.7, andit.will also be published in the local-Contra C-osta--Times Ledger/Dispatch beginninas soon as possible with a deadline.-date of Thursday, November 1, 2001, for interested parties to apply to fill the vacancy(thereby being posted for 15 days as required by law). Discussion then€ollowed=on-when -the:intervi-ews-,would.be.held. Ms. Lazio is going on vacation and will not return until Monday, November 5, and asked the Board to await her-return sothatshe can-participate-in the interviews. Ms.Stewart.then said that,when President Croskey's term expired,.we presented him with a-plaque_and,_shi Mr-Prince-has served for 7%years, she feels it appropriate that we do the-same-forMr..-Prince. Ms. Lazio stated a.great:deal.of time and effort went into concluding-the Qistrictbankruptcy and-she-also feels-an acknowledgement of Mr. Prince's service should be made. Ms. Stewart then asked if the Board would be willing to do this for Mr. Prince. Mr. Turner stated he is very sensitive on this subject and does not wish to say anything and he is not interested-in supported this item.
