THE AMOUNT OF $36,443.58 FOR ENERGY WORK
PERFORMED AT THE MARTINEZ DETENTION FACILITY
SPECIFIC REQUESTS OR RECOMMENDATION(8)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
ACCEPT PG&E rebate check in the amount of$36,443.58 for energy-related work performed this spring
at the Martinez Detention Facility.
II. FINANCIAL IMPACT
This check is the first of at least two, and possibly more, installments of a total rebate expected for the
HVAC retrofit and installation of an energy management and temperature control system which was done
at MDF. The total rebate may be up to $80,000, depending on the actual annual energy usage savings.
III. REASON(S) FOR RECOMMENDATION / BACKGROUND
In March, 2001, the General Services Department contracted with Syserco, Inc. to retrofit the MDF
heating, ventilation & air conditioning (HVAC) system and install an energy efficient variable air volume
(VAV) energy.management and control system. This work was completed prior to the June 30 deadline
required for PG&E rebates. The General Services Department also entered into a "Large Non-residential
Standard Performance Contract" with PG&E and identified an estimated 494,000 kWh savings annually.
This amount represents approximately a 20% energy usage reduction.. At the current budgeted cost of'
22.8 per kWh, that is an estimated annual savings of$112,600.
The rebate received is based on estimated annual savings and meeting the June 30 deadline. Additional
rebate monies will be received when the actual. usage is measured over a period of one year from
completion of the project. If the energy savings exceed the amount estimated, additional monies may be
received. It is estimated that the total rebate will be approximately $60,000, but could be as much as
$80,000.

THE MARTINEZ DETENTION FACILITY
This is one of several large energy saving projects that General Services, the County Administrator's Office,
and Syserco, Inc. have entered into this year. In addition to the work that was done at MDF, HVAC systems in
Bine County buildings are being upgraded to more energy, efficient systems with low interest funding from the
California Energy Commission. PG&E rebates will also be received for those projects.
