SUBJECT: LETTER OF SUPPORT TO THE DEANZA HOUSING CORP. FROM THE BOARD OF
SUPERVISORS OF THE COUNTY OF CONTRA COSTA FOR THE DEVELOPMENT OF
AN AFFORDABLE APARTMENT COMPLEX AT THE SITE OF THE LOS MEDANOS
PUEBLO PROJECT, BAY POINT, CALIFORNIA, REQUIRED WITH THE APPLICATION
FOR HOME & CDBG FUNDS.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION '
I. RECOMMENDED ACTION:

AUTHORIZE the Chair of the Board of Supervisors of the County of Contra Costa to sign a letter
of support for the development of an affordable housing development at the site of Los Medanos Pueblo
Housing Project in Bay Point, California, required with the application for HOME and CDBG funds
necessary for the project. 1
II. FINANCIAL IMPACT:
None.
III. REASONS FOR RECOMMENDATION/BACKGROUND
Los Medanos Pueblo public housing in Bay Point was built in 1942 and is obsolete, deteriorating,
and under-utilizes the site for affordable housing purposes. Replacement with an increase of affordable
workforce housing is contemplated using a nonprofit corporation as the developer. At the October 9, 2001
regular Board of Supervisors meeting, Resolution No. 5011 was passed approving the Housing Authority
of the County of Contra Costa to support the formation of a non profit housing development corporation,
disposition of existing public housing units, and declaring its official intent to issue in the future a tax
exempt obligation. To apply for HOME and CDBG funds necessary for the development, a letter of
support from the Board of Supervisors is required to be included with the application. A similar letter was
obtained from the Bay Point Municipal Advisory Council at their meeting on November 6, 2001. A copy of
the letter of support is attached for your review and a copy of the letter of support from the Bay Point
Municipal Advisory Council.

A presentation was made to the Bay Point Municipal Advisory Council on Tuesday, November
06, 2001 concerning future plans for the site of the 59 year old Los Medanos Public Housing
Project.
The Bay Point Municipal Advisory Council has voted to support and encourage the program for
removal of the existing Public Housing Project and replacement with an affordable housing
development with new apartment/townhouse units and mixed income tenants.

At the Bay Point Municipal Advisory Council meeting held November 6, 2001, it was
unanimously voted to support and encourage the program for the removal of the existing Los
Medanos Pueblo Public Housing Development, Bay Point, CA, and replace it with an affordable
housing development with new apartment/townhouse units and mixed income tenants.
The Board of Supervisors fully supports and agrees with the action taken by the Bay Point
Municipal Advisory Council to replace existing housing with new affordable
apartment/townhouse units and mixed income tenants.
