SUBJECT: CONSULTANT CONTRACT WITH NEWPOINT GROUP INC. FOR DEVELOPMENT OF A RATE
SETTING METHODOLOGY AND FOR A RATE REVIEW OF UNINCORPORATED AREAS
SERVED BY RICHMOND SANITARY SERVICE
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE the Community Development Director or his designee to execute a contract with the
firm of NewPoint Group, Inc., for the period of December 1, 2001 through June 30, 2001-and an
amount not to exceed $59,710, to adapt the rate setting methodology used in other
unincorporated areas and conduct a rate review of the unincorporated areas served by Richmond
Sanitary Service (RSS) under the County's Franchise Agreement.
FISCAL IMPACT
No impact to the County General Fund. The cost of the consultant contract is being paid
using solid waste collection franchise fees.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Richmond Sanitary Service franchise area is the only solid waste franchise area for which the
County does not have an updated rate setting methodology manual. We expect to formalize the
rate setting process and adapt the "Rate Setting Process and Methodology Manual for Solid
Waste Charges" (manual and computerized methodology) used in other County franchise areas
to facilitate this and future rate reviews in the RSS franchise area. The cost for the first phase of
the contract is$29,750 which covers consultant services to adapt the methodology and manual.
The cost for the second phase of the contract is $29,960 which covers consultant services to
perform a rate review for the RSS service area. The rate review will be conducted concurrently
with the adaptation of the rate setting manual and methodology to facilitate timely completion of all
required steps for rate setting. It is expected that the rate review will be concluded in the spring of
2002. Upon completion of the rate review, staff will provide recommendations to the Board of
Supervisors. Any changes to the rates approved by the Board of Supervisors will likely take effect
approximately a month later. The contract term is December 1, 2001 through June 30, 2002.
