Contra o: Costa DATE: December 18, 2001 County Sri CUUN SUBJECT: APPROVE SECOND AMENDMENT TO THE CONSULTING SERVICES AGREEMENT FOR REMODELING AT 2425 BISSO LANE, CONCORD FOR THE EMPLOYMENT AND HUMAN SERVICES DEPARTMENT(WW0089) SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDATION A. APPROVE Second Amendment authorizing extra work under the Consulting Services Agreement dated August 22, 2001 with Architectural Dimensions for architectural and engineering services for Remodeling at 2425 Bisso Lane, Concord for the Employment and Human Services Department. The Second Amendment increases the scope of services and increases the payment limit, as amended by the First Amendment, from $23,400 to $30,400. B. AUTHORIZE the Director of General Services to execute the Second Amendment to the consulting services agreement and to issue written authorization for extra work, in addition to the authorizations for the First and Second Amendments, provided that the cumulative total extra cost for such additional authorizations shall not exceed $5,000. 11. FINANCIAL IMPACT Architectural costs are one component of the total project cost currently estimated at $300,000. This project will be financed by a bond issue later in FY 2001-02. Debt service payments are included in the FY 2001/02 budget for the Employment and Human Services Department (EHS). Debt service payments are allocated across all EHS program areas as part of the Department's general and administrative overhead costs. These costs are eighty percent (80%) funded by the Federal and State governments and twenty percent (20%) funded by the County. II1. REASONS FOR RECOMMENDATIONSIBACKGROUND A. The Director of General Services executed a consulting services agreement with Architectural Dimensions effective August 22, 2001 for architectural and engineering services that included design, construction documents and bidding phases for Remodeling at 2425 Bisso Lane, Concord for the Employment and Human Services Department. The First Amendment increased the scope to provide: Additional architectural services for a review, survey and documentation to demonstrate ADA accessibility compliance for the common areas of the building. C. The Second Amendment increases the scope to provide additional architectural services: 1. Redesign space plan to accommodate additional staff and furniture. 2. Assist client (Employment and Human Services) in determining the minimum accessibility scope of work required for client area only. 3. Prepare and provide construction cost estimate. 4. In Paragraph 1(f), extend the completion date from December 31, 2001 to April 30, 2002. Effective Date and Parties: Effective December 18,2001, Architectural Dimensions(herein called "Consultant"), a California Corporation, and the County of Contra Costa(herein called"County"),a political subdivision of the State of California,mutually agree as follows: 2. Purpose: On August 22,2001,the parties entered into a contract entitled"Consulting Services Agreement," referred to as the"Agreement,"which covers architectural services for Remodeling at 2425 Bisso Lane, Concord, for the Employment and Human Services Department. The agreement has previously been amended as follows: First Amendment dated October 8, 2001. The parties desire to further amend the Agreement to expand the scope of service and to increase the payment limit accordingly. 3. Amendments to Agreement: A. In the Agreement,Section 1(e),change the Payment Limit from$23,400.00 to$30,400.00,an increase of$7,000.00. This change shall apply to charges from and after November 22,2001. B. In accordance with Section 14 of the Agreement,provide the following extra services: 1. Redesign space plan to accommodate additional staff and furniture. 2. Assist client(Employment and Human Services)in determining the minimum accessibility scope of work required for client area only. 3. Prepare and provide construction cost estimate. 4. In Paragraph 1(f),extend the completion date from December 31,2001 to April 30,2002. 4. Effect: Subject to the revisions made by this and any prior amendments,the Agreement shall remain in full force and effect. 5.
