SUBJECT: APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to
contract with Ms. Sherry Ruffini in the amount of$39,500 as the Program Director of the
Welcome Home Baby Program for the period January 1, 2002 through June 30, 2002.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION_
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to contract with
Ms. Sherry Rufini in the amount of$39,500 as the Program Director of the Welcome Home Baby Program
for the period January 1, 2002 through June 30, 2002. (Contract #21-568-3)
FINANCIAL IMPAC'I-
No County funds. Funded 100% federal TANF Incentive Funds.
CHILDREN'S IMPACT STATEMENT
This action will directly support the fourth and fifth Children's Report Card community outcomes, "Families
that are Safe, Stable and Nurturing" and "Communities that are Safe and Provide a High Quality of Life for
Children and Families". Activities under this contract will provide in-home visitation services to families and
children.

The Welcome Home Baby Program was developed as one of the major prevention/early intervention service
delivery strategies for families with children ages 0-3. This program of in-home visitation services for first-
time parents provides parent education and support, health information, screening and improved access to
medical care, and referrals to other community services as necessary (including mental health, special needs
services, housing assistance, employment opportunities, child care resources, etc.). The Family and Children's
Policy Forum and the Department of Employment and Human Services have designated development and
expansion of the program as one of their highest priorities for service delivery.
The significant amount of time required to complete the strategic planning process, coordinate this program
with other County Departments and community-based agencies, establish an evaluation process, develop the
contracts to implement services, and plan for program expansion necessitates the full-time commitment of an
experienced Program Director.
Ms Rutini's long-time involvement with the operation of in-home visitation programs is essential to the effective
development and implementation of a successful program. The implementation and continuing expansion of
this program requires the knowledge and expertise developed during the st is planning period.
