WHEREAS,the Metropolitan Transportation Commission(MTC)is the transportation planning and financing agency for the nine-county San Francisco WHEREAS,MTC is in the process'of updating'the.twent`y=five year Regional Transportation Plan (RTP); and WHEREAS,public outreach Teetings'were conducted on the draft'RTP to receive public comment and nine of the meetings were;he'6-in communities that are underserved or-unserved;:and:" .v ° •.; ' ;. .; WHEREAS,comments received at tli- blit workshops focused'on transportation accessibility and affordability; c„• ?., and WHEREAS, a proposal has been drafted for MTC's consideration by..Assenilitywornan' ;Dion Aroher,Contra Costa C6dnty Supervisor John Gioia,and Alameda County Supervisor KeA.Ca soz which addresses accessibility and affordabilit In the AC Transit service area;-and WHEREAS, the proposal is for an Annual School Bus Pass Pilot Project that would`proyi. a free bus`pass to 33,000 middle and high school students iii-the AC-Transit.service area=who are.in:the.free;or,reduced lunch program;and o a WHEREAS,the:pioposal'' ld`also provide highly reduced bus passes to,middle and high scl ooi`sti der is who are not Qli ble`for free or reduced Iunches,and.: WHEREAS,students who cannot afford bus fare to attend school>are l et or ly'der4d`an equal'opportunity for an education butthe school districts are penalized by WHERE AS'"StudleS cites'that school children who are involved:T a, er=school activities;are 105 likely to become : involved iii alcohol grid"driig:abuse_criminal activity,an teeri,;pregnancy and some school cliildreh<cannot afford bus fare to attend after-school activities;-and- r WHEREAS, access:td school'is=fundamental to the well-being.6f."tle'iridiyidual.and the;state, and addresses concerns of equity uY`the:.regton;and ,.. ...:.......
