DIRECT the Health Services Department, in consultation with County Counsel and the Community Development Department, to report to the Board of Supervisors on the storage of hazardous materials in rail cars on railroad right-of- way in residential areas; 2. DIRECT the Community Development Department to monitor the activities of the Association of Bay Area Governments' CALFED Task Force; 3. REFER the following items to the Transportation Water and Infrastructure Committee for 2002: A. Review legislative matters on transportation and water; B. Review applications for transportation, water and infrastructure-related grants to be prepared by the Public Works and Community Development Departments; C. Oversee the activities of the Ad Hoc Intercity Rail Advisory Committee; D. Monitor the development of the Countywide Bicycle and Pedestrian Plan and related County-sponsored activities including the Go-Bike! Program and the Countywide Bicycle Advisory Committee; E. Monitor EBMUD, American River Water Project, San Ramon Valley Pipeline Program and Facilities Management Program and recycle water projects; F. Monitor East County Water Management Programs; G. Review issues associated with the health of the San Francisco Bay and Delta; H. Monitor drinking water quality and water supply issues; I. Monitor the Baldwin Ship Channel/Southampton Shoal, and upland disposal of dredge material; J. Review the San Francisco to Stockton Ship Channel Assessment District Budget; K. Review dredging and dredge disposal issues; L. Monitor the San Luis Drain and Grasslands Bypass projects; M. Monitor creek issues; N. Review potential projects for the San Francisco Bay Resource Conservation and Development Area and participation by County staff; O. Monitor the activities of the Interagency Task Force on Integrated Pest Management. FISCAL IMPACT Staff support for the Committee for the next calendar year is estimated to be approximately $45,000. This may vary depending on the work under taken by the Committee. Funding for administrative support to the Committee will be sought by the Community Development Department as part of the annual department budget. BACKGROUND/REASONS FOR RECOMMENDATIONS The following is a summary of the Committee's actions on items referred to it during 2001. This summary provides the basis for the Committee's recommendations described above. TRANSPORTATION 1. Review transportation legislative matters: The Committee recommended that the Board take various positions on legislation. 2. Review applications for transportation grants to be prepared by the Public Works and Community Development Departments. See transportation item #3. 3. Monitor the development and implementation of the State Transportation Improvement Program (STIP) and the Measure C-88 Strategic Plan. The Committee accepted a report on the STIP. The Committee forwarded a report on the Strategic Plan to the Board of Supervisors. Oversee the activities of the Ad Hoc Intercity Rail Advisory Committee. The Committee recommended that the Board adopt goals for intercity rail service and authorize staff to include the goals in a future amendment to the General Plan. The Committee recommended that a resolution regarding the role of rail transportation during emergencies and the needs for expansion of rail service be brought to the Board of Supervisors for approval. 5. Appoint an alternate for the Board's seat on the San Joaquin Valley Rail Committee. The Committee recommended Joel Keller to serve. 6. Monitor the activities of the Go-Bike! Program and the reorganization of the Countywide Bicycle Advisory Committee. No action was taken. In 1999, the Committee recommended to the Board that the CCTA address these bicycle-related issues in the Countywide Bicycle and Pedestrian Plan. That plan is still under development. 7. Monitor the development of the Countywide Bicycle and Pedestrian Plan. The Committee recommended that the Board of Supervisors adopt the East Contra Costa County Bikeway Plan and authorize staff to include the bikeway network described in the Plan in a future amendment to the General Plan. 8. Review the storage of hazardous materials in rail cars on railroad right-of-way in residential areas. The Committee requested that the Health Services Department, in consultation with County Counsel and Community Development Staff, report to the Board in January/February 2002 on 1) their actions to ensure that railroads comply with the requirements of AB2185, 2)whether the provisions of the California Accident Release Program apply to rail cars storing hazardous materials, and 3) procedures to share basic information that would be useful to other agencies with public safety responsibilities. 9. Consider the Update to the County Road Improvement Program (CRIP). The Committee held a public hearing on the draft (CRIP). The Committee recommended adoption of the CRIP to the Board of Supervisors with modifications. 10. BART/Santa Clara County extension and the East County Transit Study. The Committee recommended that the Board comment on the Metropolitan Transportation Commission's Regional Transit Expansion Program. WATER 1. Review water-related legislative matters. The Committee recommended projects for appropriations request in the FY 2002 federal budget. The Committee recommended that the Board request federal funds for the Walnut Creek basin and the San Pablo Creek Phase 2 project. See water item #7. 2. Monitor EBMUD, American River Water Project, San Ramon Valles Pipeline Program and Facilities Management Program and recycle water projects. The Committee received a presentation from EBMUD staff on the district's seismic improvement program and the Freeport Regional Diversion Project. The Committee submitted comments to EBMUD on the San Ramon Valley Pipeline Program and Facilities Management Program. 3. East County Water Management Programs. No action was taken. 4. Monitor the CALFED Bay Delta Program. The Committee recommended that the Board direct Community Development Department staff to monitor the activities of the Association of Bay Area Governments' CALFED Task Force. 5. Review issues associated with the health of the San Francisco Bay and Delta. The Committee recommended an expenditure plan for the County's share of the Coastal Impact Assistance Program (CTAP), with modifications. 6. Monitor drinking water quality and water supply issues. Monitor the Baldwin Ship Channel/Southampton Shoal, and upland disposal of dredge material. The Committee recommended that the Board support a federal budget request for 1) Suisun Bay Channel and New York Slough Channel maintenance dredging, 2)construction of the turning basin at Avon, and 3)a study of the redesign of the Pinole Shoal Maintenance Dredging Project. The Committee requested staff to forward various agreements to the Board of Supervisors following review by County Counsel, and approved the contract amendments with consultants Larry Mallon and Mike Cheney for the next fiscal year as specified. 8. Review the San Francisco to Stockton Ship Channel Assessment District Budget. No action was taken. 9. Review dredging and dredge disposal issues. The Committee requested staff to send letters to our congressmen thanking them for supporting the County's funding requests. 10. Monitor the San Luis Drain and Grasslands Bypass pro'ects. The Committee recommended that the Board reaffirm its position on the San Luis Drain, authorize staff to list the County as an originator of the drainage briefing book, and authorize County co-sponsorship of the March 27 drainage conference. The Committee accepted a County staff report on the Bureau of Reclamations' reevaluation of drainage options for serving the San Luis Unit of the Central Valley Project. 11. Monitor creek issues. The Committee recommended that the Board of Supervisors provide letters of support for 1) the Big Break and Marsh Creek Water Quality and Habitat Restoration Program grant application, and 2) East Bay Municipal Utility District's Pavon Creeks Restoration and Management Project grant application, and 3) a cooperative project between the Flood Control District and the City of Pinole for restoring Pinole Creek as part of the Army Corps of Engineers' 1135 Program. The Committee recommended that the Board request federal funds for updating feasibility studies for the Walnut Creek basin and the San Pablo Creek Phase 2 project. 12. Proposition 12 and 13 and the County's efforts to attract these funds to the County. The Committee recommended priorities for the proposed projects. The Committee reviewed coordination of County departments on activities in support of parks. The Committee recommended that county staff participating in the Parks Creeks and Trails Committee report to the Board's Ad Hoc Committee on Open Space and Proposition 40 in 2002. 13. Review water and infrastructure-related grant applications. See water items#1, 5, 7, 9 and 11. 14. Review potential projects for the San Francisco Bay Resource Conservation and Development Area and participation by County staff. No action was taken. 15. Review the composition of the Bay Planning Coalition and other water-related organizations that include the County as a member. No action was taken. 16. Review the report Pesticide Use in Contra Costa. The Committee recommended that the Board of Supervisors adopt the recommendations in the report Pesticide Use in Contra Costa, with modifications, and that the Interagency Task Force on Integrated Pest Management present its recommendations to the Committee in 2002.
