Barry, AICP Costa Community Development Director %v A:_.o,N.- COUnty DATE: December 18, 2001 SUBJECT: FY 2001/02 CDBG Housing Development Assistance Fund SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE the transfer of $725,792 in unallocated and unexpended funds from the sources identified below to the FY 2001/02 Community Development Block Grant Housing Development Assistance Fund (CDBG/HDAF): • $331,757 in unallocated funds from the FY 2000/01 CDBG/HDAF; • $175,007 in unexpended funds from the Rental Housing Rehabilitation Program(00-07-HSG); • $17,124 in unexpended funds from the San Pablo Housing Rehabilitation Program(00-08-HSG); • $109,865 in unexpended funds from the Neighborhood Preservation Program (00-09-HSG); • $75,000 in unexpended funds from A Better Chance IX (00-12-HSG); • $12,773 in unexpended funds from the Fair Housing Counseling Program (99-13-HSG); and • $4,266 in unexpended funds from the Fair Housing Legal Assistance Program (99-02-HSG). FISCAL IMPACT No General Fund impact. CDBG funds are provided to the County annually on a formula allocation basis through the U.S. Department of Housing and Urban Development. The purpose of the CDBG/HDAF is to provide resources to assist affordable housing projects that develop during the current program year. The current balance of the FY 2001/02 CDBG/HDAF is $612,742. Approval of the recommended fund transfers totaling $725,792 will consolidate existing unexpended and unallocated housing resources into the FY 2001/02 CDBG/HDAF and facilitate their use for additional affordable housing development. Historically, CDBG/HDAF funds have been used to fund a variety of projects,including affordable rental housing for very-low income households and seniors, transitional housing for homeless families, and affordable rental housing for special needs populations, including extremely-low income disabled adults. If all of the fund transfers are approved,the balance of the FY 2001/02 CDBG/HDAF will be $1,338,534.Based on current applications, letters of intent, and discussions with affordable housing developers, the Department has identified potential requests for FY 2001/02 CDBG/HDAF funds of more than $2 million. The source of proposed fund transfers includes $301,996 in unexpended funds originally allocated to three loan programs for the rehabilitation of affordable rental and owner-occupied housing, including: • $175,007 from the Rental Rehabilitation Program operated by the Housing authority of the County of Contra Costa (00-07-HSG) • $17,124 from the San Pablo Housing Rehabilitation Program operated by the City of San Pablo (00-08-HSG) • *$109,865 from the Neighborhood Preservation Program operated by the County Building Inspection Department(00-09-HSG) Each program is awarded an annual allocation consisting of a combination of current year CDBG funds and estimated CDBG program income. Program income is generated through the repayment of rehabilitation loans made in prior years. Due to housing market and interest rate conditions in FY 2000/01,the three rehabilitation programs generated higher than anticipated program income,decreasing the amount of current year allocation required to successfully operate the programs and achieve identified rehabilitation objectives. In addition to the rehabilitation programs, the following completed projects have unexpended fund balances: • A Better Chance IX - $200,000 in FY 2000/01 CDBG funds were awarded to the California Autism Foundation to acquire a group home for autistic adults. The Foundation was able to accomplish this objective with $125,000, leaving $75,000 to be recaptured. • Fair Housing Counseling Program - $16,000 in FY 1999/00 CDBG funds were awarded to Pacific Community Services, Inc. to provide fair housing counseling services in East County. Due to difficulties encountered by the project sponsor, project was terminated in FY 2000/01, leaving $12,773 in unexpended funds. • Fair Housing Legal Assistance-$35,000 in FY 1999/00 CDBG funds were awarded to Bay Area Legal Services to provide legal assistance to households experiencing problems of discrimination.FY 1999/00 project was successfully completed, leaving$4,266 in unexpended funds. As has been the case in past years, the unexpended FY 1999/00 and 2000/01 fund balances are recommended for transfer to the FY 2001/02 CDBG/HDAF for use in funding future affordable housing projects. kkh/w/word/BOS-HDAF-CD2001
