We Care Society, Inc . (dba Barbara Milliff Center)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMME2 DATION(S) :
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to
execute on behalf of the County, Novation Contract #24-705-44 with We Care Society, Inc.
(dba Barbara Milliff Center) in an amount not to exceed $437,316, to provide day treatment
services for high risk, delayed or emotionally disturbed children, for the period from July
1, 2001 through June 30, 2002. This Contract includes a six-month automatic extension
through December 31, 2002, in an amount not to exceed $218, 658.
FISCAL IMPACT:
This Contract is funded 47.8% by Federal Medi-Cal Revenue and 52 .2% Mental Health
Realignment. This Contract includes the Fiscal Year 2001-2002 Cost of Living Adjustment.
CHILDREN'S IMPACT STATEMENT:
This Mental Health Program supports the following Board of Supervisors' community outcomes:
"Children Ready For and Succeeding in School" ; "Families that are Safe, Stable, and
Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children
and Families" . Expected program outcomes include an increase in positive social and
emotional development as measured by the Child and Adolescent Functional Assessment Scale
(CAFAS) .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it provides a day
treatment program for preschoolers with measurable delays in interpersonal,
social/emotional, language and cognitive development or children who are at risk for such
delays, including abused, developmentally delayed, emotionally disturbed and
environmentally deprived children who do not meet the criteria for any categorical funding
source for services.
On December 12, 2000, the Board of Supervisors approved Novation Contract #24-705-43 with
We Care Society, Inc. for the period from July 1, 2000 through June 30, 2001, which
included a six-month automatic extension through December 31, 2001. Approval of this
Novation Contract will replace the six-month automatic extension under the prior Contract,
and will allow the Contractor to continue providing services through June 30, 2002 .
