Approval of Novation Contract #24-133-47 with La Cheim School, Inc .
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION($) :
Approve and authorize the Health Services Director or his designee (Donna Wigand, LCSW)
to execute on behalf of the County, Novation Contract #24-133-47 with La Cheim School, Inc.
in an amount not to exceed $1, 387, 509, to provide an intensive day treatment program,
mental health services, medication support, and case management services, in a school
setting for mentally disturbed children and adolescents, for the period from July 1, 2001
through June 30, 2002 . This Contract includes a six-month automatic extension through
December 31, 2002, in an amount not to exceed $693, 755.
FISCAL IMPACT:
This Contract is 38% Federal Medi-Cal Revenues and 62% Mental Health Realignment funded.
This Contract includes the Fiscal Year 2001-2002 Cost of Living Adjustment.
CHILDREN'S IMPACT STATEMENT:
This Mental Health program supports the following Board of Supervisors' community outcomes:
"Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and
Nurturing" ; and "Communities that are Safe and Provide a High Quality of Life for Children
and Families" . Expected program outcomes include an increase in positive social and
emotional development, as measured by the Child and Adolescent Functional Assessment Scale
(CAFAS) and placement at discharge to a lower level of care.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contractor has been providing intensive day treatment for mentally and emotionally
disturbed children and adolescents for many years. The program maintains an ongoing census
of approximately 47 youth for the County and serves approximately 70 minors per year. This
Contract also provides mental health day treatment services which are required by the
Individualized Education Plans (IEPs) for some Special Education Pupils (SEP) under
AB 3632.
On December 12, 2000, the Board of Supervisors approved Novation Contract #24-133-46 with
La Cheim School, Inc. , for the period from July 1, 2000 through June 30, 2001, (which
included a six-month automatic extension through December 31, 2001) . Approval of Novation
Contract #24-133-47 will replace the six-month automatic extension under the prior
Contract, and allow the Contractor to continue providing services through June 30, 2002 .
