Approval of Novation Contract #24-838-7 with
Contra Costa Association for Retarded Citizens, Inc .
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director or his designee (Donna Wigand) , to
execute on behalf of the County, Novation Contract #24-838-7 with Contra Costa Association
for Retarded Citizens, Inc. in an amount not to exceed $150, 000, for the period from July
1, 2001 through June %30, 2002, for the provision of Early and Periodic Screening,
Diagnosis, and Treatment (EPSDT) Program services at Lynn Center. This Contract includes
a six-month automatic extension through December 31, 2002, in an amount not to exceed
$75,000.
FISCAL IMPACT•
This Contract is funded as follows:
$ 77, 025 51.3596 Federal FFP Medi-Cal Funds
72, 975 48.65% State EPSDT Funds
$150, 000 1006 Total
CHILDREN'S IMPACT STATEMENT:
This EPSDT Program supports the following Board of Supervisors' community outcomes:
"Children Ready For and Succeeding in School" ; "Families that are Safe, Stable, and
Nurturing" ; and "Communities that are Safe and Provide•a High Quality of Life for Children
and Families" . Expected program outcomes include an increase in positive social and
emotional development as measured by the Child and Adolescent Functional Assessment Scale
(CAFAS) ; an increase in family satisfaction as measured by the Parent Satisfaction Survey;
and a decrease in out-of-home placements.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it provides in-home,
transition, and outpatient services for Medi-Cal eligible children and their families
enrolled in Lynn Center's EPSDT program in order to keep these clients out of higher levels
of care, including State Hospitals.
On July 25, 2000, the Board of Supervisors approved Contract #24-838-6 with Contra Costa
Association for Retarded Citizens, Inc. , for the period from July 1, 2000 through June 30,
2001, (which included a six-month automatic extension through December 31, 2001) for the
provision of EPSDT Program services at Lynn Center. Approval of Novation Contract
#24-838-7 will replace the six-month automatic extension under the prior Contract, and
allow the Contractor to continue providing services through June 30, 2002.
