Contra FROM: Tony Col6n, Director Costa Community Services Department DATE: December 11, 2001 os;q-`o County SUBJECT: AUTHORIZATION TO EXECUTE A CONTRACT FOR HEAD START WRAP AROUND SERVICES. Specific Request(S)or Recommendation(S)&Background and Justification I. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to execute contract #38-460-5 with Antioch Partnership for Quality Child Care, Inc., in the amount of $173,818 for Head Start program wrap around services for the period from January 1, 2002 through December 31, 2002. II. FINANCIAL IMPACT: This contract is funded through the Federal Head Start Basic Grant and is included in the Community Services Department's FY 2001-2002 budget. No County Funding is required. III. CHILDREN'S IMPACT STATEMENT: The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring a greater degree of social competence in preschool children from low-income families. The Head Start program allows the County to provide these services to program eligible children, ages 3 to 5 years. IV. REASONS FOR RECOMMENDATIONS/BACKGROUND: On September 11, 2001, the Board approved and authorized submission of the 2002 Head Start Basic Grant Application to the U.S. Department of Health and Human Services, Administration for Children and Families to continue Head Start program services to approximately 1,816 children and their families for the period from January 1, 2002 through December 31, 2002. Approval of this contract with Antioch Partnership for Quality Child Care, Inc., will allow for continuing Head Start wrap around services to program eligible children ages three (3)to five (5)years, in a full day childcare program. This contract will be reviewed and approved as to form by County Counsel prior to execution.
