RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to execute contract amendment #33-499-17 with First Baptist Church to increase the payment limit by $190,000 to a new payment limit of $1,957,116 for a Modular Unit and Playground Equipment related to Head Start Delegate Agency Services for the period from January 1, 2001 through December 31, 2001. II. FINANCIAL IMPACT: This program is Federally funded by the U.S. Department of Health and Human Services, Administration for Children and Families. Funding has been added via an appropriation adjustment. First Baptist Church is responsible for the local, non-cash, in-kind match of $47,500. III. CHILDREN'S IMPACT STATEMENT: The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. 1V. REASONS FOR RECOMMENDATIONS/BACKGROUND: On April 24, 2001 the Board of Supervisors approved and authorized submission of a Grant Application to the U.S. Department of Health and Human Services, Administration for Children and Families (ACF) for Head Start Improvement Grant Funding. These Head Start Improvement Grant funds are provided as Head Start One-Time Program Improvement funding. The Board of Supervisors will review acceptance of this award on December 11, 2001. Accepting this award will allow the County's Head Start program to construct a facility at the County's Verde site, renovate the County's Balboa site, and add a modular classroom and playground equipment to the First Baptist delegate agency site. Approval of this amendment with First Baptist Church will allow this delegate agency to purchase a Modular unit and playground equipment in order to provide a safe childcare .center for children being served at the Odyessa Center in Pittsburg CA. This contract will be reviewed and approved as to form by County Counsel prior to execution.
