SUBJECT: APPROVE and AUTHORIZE the Employment & Human Services Department Director, or
designee, to EXECUTE a contract with Joel Flamand (#21-799) in the amount of $51,800 to
provide operational support in the management of EHSD transportation programs and services
for the period of December 1, 2001 through November 30, 2002.

RECOMMENDED AC'TtON-
APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to
EXECUTE a contract with Joel Flamand (#21-799) in the amount of$51,800 to provide operational support in
the management of EHSD transportation programs and services for the period of December 1, 2001 through
November 30, 2002.
FINANCIAL IMPACT-
$51,800 CalWORKs; 15% County, 85% Federal.
CHILDREN'S, IMPACT SiTATEMENTe
This contracts supports the following Children's Report Card community outcomes: (3) "Families that are
Safe, Stable and Nurturing", (4) Families that are Economically Self Sufficient, and (5) Communities that are
Safe and Provide a High Quality of Life for Children and Families" by assisting CalWORKs participants
with transportation needs to secure and maintain unsubsidized employment.

In January 1999, the Welfare-to-Work Transportation Plan was designed by the Transportation Alliance to
address overall county transportation issues, including job development in transportation services and the unmet
transportation needs'of CalWORKs families. The plan presented recommendations for wide ranging program(s)
development and implementation.
This position will provide operational support in the management of EHSD transportation programs and
services. Initially, Mr. Flamand will have two primary responsibilities, to serve as loan coordinator for the
development and implementation of an auto loan program for CalWORKs recipients and to serve as an on-site
liaison to the contractor's dispatch center for the Demand—Response Transportation Services.
EHSD continues to design, develop and implement innovative transportation programs to meet the needs of the
population(s) served by the Department. The complexity of transportation programs requires specialized
staffing with expertise in program implementation, program design, transportation and personal skills to
monitor and manage diverse programs and serve diverse populations.
