Wetter, Executive Director �'s Workforce Development Board DATE: November 13, 2001 SUBJECT: APPROVE and AUTHORIZE the Director, Employment & Human Services Department, or designee, on behalf of the Workforce Development Board, to EXECUTE contract (#18-020-1) with the Oakland Private Industry Council, Inc. (OPIC) in the amount of $50,000 to act as contracting and pay agent for training vendor services for the period July 1, 2001 through June 30, 2002. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Director, Employment & Human Services Department, or designee, on behalf of the Workforce Development Board, to EXECUTE contract (#18-020-1) with the Oakland Private Industry Council, Inc. (OPIC) in the amount of$50,000 to act as contracting and pay agent for training vendor services for the period July 1, 2001 through June 30, 2002. FINANCIAL IMPACT: $50,000; 100% Federal funds. CHILDREN'S IMPACT STATEMENT: This action will directly support the third outcome, "Families that are Economically Self-Sufficient". The Contractor will act as contracting and pay agent for training vendors who will provide job training and skills upgrades to Employment and Human Services Department clients. BACKGROUND: In Spring 2000, the EASTBAY Works consortium elected Oakland Private Industry Council, Inc. (OPIC), a member organization, to serve as procurement and pay agent for training vendors on behalf of all EASTBAY Works partner agencies. OPIC performed these services for last program year. This action will authorize the Department to continue the services through the contract with OPIC to serve as the County's agent to enter into agreements with training vendors listed on the Statewide and the East Bay directories (I-Train).
