I. RECOMMENDED ACTION:
APPROVE the Buchanan Field Airport-Lease for vehicle storage (Area 7 & Area 9);
DETERMINE that the activity is not subject to the California Environmental Quality Act(CEQA)Pursuant
to Article 5, Section 15061 (b)(3) of the CEQA Guidelines;
DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk;and
AUTHORIZE the Public Works Director to arrange for payment of a$25 fee to Community Development
for processing, and a $25 fee to the County Clerk for filing the Notice of Exemption.

II. FINANCIAL IMPACT:
The activity is fimded by Airport Enterprise Fund 100%.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The purpose of the activity is to lease two parcels of land for vehicle storage in order to generate rental
income for the County's Airport Enterprise Fund. The first parcel, identified as Area 7 (approximately
101,530 sq. ft; X2.33 acres), is located approximately 80 feet south of Marsh Drive between the west side of
Solano Way and the east side of the Walnut Creek Channel, in the City of Concord. The second parcel,
identified as Area 9(approximately 144,603 sq. ft.; =3.32 acres),located on the south side of Center Avenue
at Marsh Drive and approximately 60 feet east of Willow Street, in the Pacheco area.- The lessee will need
to level,rock,and fence the parcels to support vehicles;therefore the lessee will be responsible for obtaining
the appropriate approvals for any necessary work.
The activity has been determined to be in compliance with the General Plan and is exempt from CEQA.
General Plan Conformance has been obtained from the City of Concord. The project will not result in the
removal of any scenic resource. It can be seen with certainty that there is no possibility that the activity may
have a significant adverse effect on the environment.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the activity will result may jeopardize funding.
