FIND that the programmatic and fiscal interests of the County may be furthered through the focused advocacy efforts of a professional firm skilled in representing public agencies before the Congress and with federal agencies. 2. DIRECT the County Administrator to negotiate an Agreement with the firm of Alcalde and Fay for.federal representation'services for the period'of December 1, 2001 through November 30, 2003. 3.. Further DI.RECTthc County Administrator;to place said Agreement on the agenda of the Board of.Supervisors for approval at its regular meeting of December 4, 2001. 4. Further DIRECT the County Administrator to work with the Board, County departments and the new federal legislative representative to prepare for,Board;approval..a list.of strategic, high priority federal priorities for the 2002 caleiidar year. ............ BACKGROUND At the.Board's.direction.on.April 28, 2001,the County Administrator prepared and disseminated a Request for Proposal (RFP) for i6 This services. This RFP was disseminated quite broadly, and in a manner that complies with the County's Outreach and SBE Programs., Among other things, the RFP was posted in Rollcall, a publication that enjoys extensive readership iii the'nation's'caprtol. .: : , .. Twenty-four proposals were..received from advocacy firms providing federal legislative representation services in response to the'solicitation ;Each of'.th'ese proposals was`reviewed thoroughly'by the Courity'Adir iinistrator-and the Assistant Courity Administrator:The top five firms were interviewed in the Washin��tori;'D.C. area during the week of October 8. 2001;. J ti 1 L The firm of Alcalde and Fay is recommended primarily because of its outstanding record of success representing several public agencies in the Bay Area: the County of Marin,the Sonoma County Water District, and the Golden Gate Bridge District. Other factors included a working familiarity with the leader of the lobbying team that would be assigned to the County, the size of the firm; its balance of public and private clients, and the long-term stability of its client base; its relationship with key legislators in addition to Contra Costa's legislative delegation, its familiarity with the needs and concerns of local government agencies and local elected officials, and its willingness to invest time and resources in helping the County develop an effective representation program. With your Board's approval; the County Administrator will negotiate a specific Agreement with the recommended firm for subsequent consideration by the Board at its meeting of December 4, 2001. It would be helpful for our federal legislative program to be operational as close to January 1, 2002 as possible; therefore, the recommended Agreement will contain a start date of December 1, 2001. Following authorization by your Board, the County Administrator will work with Board members, department heads and the contractor to develop a strategic list of federal priorities for the coming year. .FISCAL IMPACT None as a result of this action. Subsequent approval of a service agreement with the contractor will result in a cost that has yet to be determined. That information will be available at the Board's meeting of December 4,2001.
