SUBJECT: Department of Animal Services Response to
Reports of Aggressive Unleashed Dogs
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Request that the Department of Animal Services report to the Internal Operations Committee of
the Board of Supervisors as to what actions they currently take regarding the handling of
complaints of aggressive, unleashed dogs. Limitations to the system should be identified including
legal barriers requiring further legislative advocacy.
BACKGROUND:
Recent events in our county and elsewhere have raised significant concern over the presence of
attack and vicious breeds of dogs in our local neighborhoods. Such animals in one particular
Concord neighborhood and another in Richmond have brought concern and apprehension to
numerous homeowners as well as to parents over the welfare of their children. Working with the
cities of Concord and Richmond, we have made significant progress, but further work must be
done. It is critical that our Department of Animal Services possess the necessary tools to respond
to such cases in an efficient and professional manner that will restore confidence in our systems
and calm the fears that have arisen.
