SUBJECT: CHARITABLE CONTRIBUTION TO ASSIST FAMILIES OF THE
UNIFORMED SERVICE PERSONNEL IN NEW YORK
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
CONSIDER directing the County Administrator to identify permissible charitable contributions
that the County may make to assist, support, and recognize the families of the members of
the uniformed services, i.e. fire, police and paramedic, in New York who lost their lives or
were injured during the tragic attack on the World Trade Center, and encouraging County
employees to offer similar support by donating generously through the County's Employee
Giving Campaign.
FISCAL IMPACT:
It is recommended that if the Board chooses to make a charitable donation, on behalf of the
County, to assist those who suffered from the attack on the World Trade Center, funds be
allocated from the Unfunded Mandates designation.
BACKGROUND:
The entire American public has been shaken and deeply saddened by the terrorist acts
committed on September 11, 2001. These acts have drastically affected the lives of
thousands of individuals and will continue to impact the American way of life for many years to
come. At its September 25, 2001 meeting, the Napa County Board of Supervisors
unanimously voted to contribute $25,000 to the Twin Towers Fund established by the Mayor
of New York, and is urging other California counties to consider making a contribution.
By charitable contributions, Contra Costa County and its employees can show its commitment
and support to providing a strong America with security and freedom for all of its citizens. I
am asking that in this special time of need and fellowship, the Board encourage County
employees to remember the families of the victims of the New York World Trade Center attack
and to donate generously through the County's Employee Giving Campaign to assist those
families, and to direct the County Administrator to identify the appropriate charities to which
Contra Costa County may donate to assist these families.
