It is further resolved that the Animal Services Director shall change said shelter hours and other departmental service hours, at his discretion, to meet varying County, departmental, and public exigencies. Background: The Animal Services Department's shelters have been open six days per week for many years, but staffing difficulties have made continuation of this practice impossible. While most County facilities are closed on Saturday, heavy public use of the shelters on Saturdays for adoptions and return of animals to their owners makes such a closure a heavy burden on the public, and might well negatively affect the goal of increasing animal adoptions in the County. Ross,Director of Animal Se r�� /� Re: Change in Shelter Public Service Hours I I We are faced with a serious shortfall in our clerical staffing. Out of 18 positions assigned to the shelters' front offices, 10 are vacant, leaving us with less than half our staffing. In order to cover 86 hours of telephone response, 66 hours of which include full office coverage and 44 hours of which the shelters are open to the public, we have had to work our clerical staff six days per week on a regular basis for over one year. With overtime of 300-500 hours per employee, they have been stretched beyond reasonable expectations. The result has been 14 permanent employees leaving, most for jobs within the County service with better working hours and days off. We have hired a total of 26 people in the last year for our front office public contact positions, but most of these have been temporary employees who do not stay for a sufficient time to become wl ll-trained in the job. Some of our staffing problems;result from the public hours our office is open: Monday through Saturday 10:00 a.m. - 5:00 p.m., Wednesday 10:00 a.m. - 7:00 p.m.; telephone hours: Monday through Friday 8:00 a.m. - 9:00 p.m., Saturday 8:30 a.m. - 5:00 p.m.; Dispatch: Monday through Friday 8:00 a.m. - 9:00 p.m., Saturday 8:00 a.m. - 5:00 p.m. With this schedule, most clerks have to work every Saturday and have split days off (Sunday and another day mid-week,probably not Monday). Due to short-staffing,most clerks have not had their midweek day off and have had to work overtime on most or all of those days off. We have explored a variety of options to solve this problem in the long-term, but we believe that the only permanent solutionlis to reduce our public service shelter hours to 37 hours per week by closing the shelters on Mondays. This would allow us to adjust daily work hours for clerical staff to provide public service hours on a five-days per week schedule with Sunday and Monday off. No change 'in the schedule of the Spay/Neuter Clinic is currently contemplated.
