1. Recommended Action:
Approve and Authorize Public Works Director or his designee to execute a contract with Enviro Commercial
Sweeping in the amount of $159,985 for West County street sweeping services during the period of
November 8, 2001, through October 31, 2003, in District I and H.
H. Financial Impact:
No impact to General Fund. Contract will be paid for with stormwater utility assessment revenue from the
unincorporated areas (Fund 2517) designated to the County's Clean Water Program.

111. Reasons for Recommendations and Background:
Adoption of this contract will result in semi-monthly street sweeping of the unincorporated communities of
North Richmond,East Richmond Heights,unincorporated San Pablo(Rollingwood,Tara Hills,Montalvin
Manor and Montara Bay neighborhoods), El Sobrante, Rodeo and Crockett from November 8, 2001, to
October 31, 2003. In 1995,under the auspices of the County's Clean Water Program,Public Works began
contracting for routine street sweeping services in North Richmond and have extended the service area on an
incremental basis. Routine street sweeping satisfies the goal of the County's Clean Water Program, to
reduce, eliminate, and prevent stormwater pollution and is mandated by the California Regional Water
Quality Control Boards through their joint Municipal Stormwater NPDES Permit with the County and cities
of Contra Costa County.This activity removes sediment,debris,and other contaminants that might nonnally
enter the storm drain system and flow untreated to creeks and other natural waterways.
The County's Clean Water Program is not responsible for non-routine street sweeping related to road
improvements and maintenance (chip seal cleanup) and/or construction projects.
Until 1996, departmental policy had been to employ street sweeping for public safety concerns, (e.g.,
removing gravel from roads with heavy bike use,debris related to road improvement projects or cleaning up
after pavement maintenance activities such as chip seal),not routine street sweeping. The exception to this
policy had been Discovery Bay, Pleasant Hill BART and the Alamo area (Danville Blvd., Stone Valley
Road) where the costs of routine street sweeping were covered by a special assessment or district. Other
exceptions include locations receiving the service from another agency, such as Delta Diablo Sanitary
District in Bay Point.The County's Clean Water Street Sweeping Program is not responsible for non-routine
cleaning services such as those referenced above (debris related to road construction or pavement
maintenance activities).
The contractor, Enviro Commercial Sweeping, presented the lowest bid.
IV. Consequences of Negative Action:
No routine street sweeping will be provided to the above neighborhoods. The County will not be in
compliance with its Joint Municipal Stormwater Permit with the San Francisco Regional Water Quality
Control Board.
