JOHN SWEETEN, CLERK OF cc: County Administrator THE BOARD OF SUPERVISORS County Counsel AN COUNTY ADM]NISTRATOR BY , DEPUTY X BACKGROUND/REASONS FOR RECOMMENDATIONS The Affordable Housing Finance Committee advises the Board of Supervisors on the allocation of approximately$4.5 million in HOME Investment Partnership Act and Community Development Block Grant funds for affordable housing development in Contra Costa County. The Committee consists of nine members,including three Community Representatives,three County Representatives and three City Representatives. The three City Representatives are nominated by the cities in each subregion of the County. All AHFC members are appointed by the Board of Supervisors. A current AHFC roster is attached to this Board Order(Exhibit A). The term of Calvin L. Robie,the current Central County Representative,expired on June 30,2001. Mr. Robie has stated his interest in continuing to serve on the AHFC(letter of interest and resume attached as Exhibit B). In September,the City of Walnut Creek surveyed the ten Central County jurisdictions to determine their choice for a Central County Representative. All five jurisdictions that responded indicated support for Mr. Robie's reappointment to a new three-year term(Cities of Concord, Moraga, Pleasant Hill and Walnut Creek and the Town of Danville). Mr. Robie is a resident of Central County and experienced in affordable housing development and finance.During his previous tenure,Mr.Robie has been an active participant on the AHFC, contributing significantly to the development of Committee funding recommendations for consideration by the Board of Supervisors. Following the resignation of Elizabeth.Seifel, the Board of Supervisors declared the West County Representative seat vacant on October 23, 2001. The current term for this seat ends on June 30, 2003. Community Development Department staff contacted the cities of El Cerrito, Hercules,Pinole and San Pablo to select anew West County Representative. The cities of El Cerrito, Pinole and San Pablo responded,nominating Lori Trevino to become the new West County Representative. Ms. Trevino is a resident of West County and has significant experience in affordable housing planning , development and finance.
