SUBJECT: Execute a contract with Philip Williams & Associates for the Knightsen Hydrology and Wetland
Feasibility Study, Knightsen area.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director to execute a contract with Philip Williams &
Associates (PWA), in the amount of$55,000, to conduct a hydrology and wetlands feasibility study in the
Knightsen area from November 6, 2001, through June 30, 2002, (100% Ca1Fed funding) (District 3).
II. Financial Impact:
There is no impact to the County General Fund. The study is completely funded by a grant from Ca1Fed,
administered through the Environmental Protection Agency(EPA).

III. Reasons for Recommendations and Backiround:
The Flood Control District has been working with the Knightsen Town Advisory Council (KTAC) to
develop alternatives to protect the town from the threat of flooding and address storm water quality issues.
The County received a grant from CalFed, through the EPA, to study the feasibility of constructing a
wetlands biofilter in the Knightsen area as a water quality measure. The proposed contract with PWA will
fulfill this requirement of the grant.
IV. Consequences of Negative Action:
Negative action will result in the delay of executing the contract, delay of the work contemplated by the
study and may result in loss of the grant funding.
