I. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director to reimburse Blackhawk Services
Company, the amount of reimbursement shall not exceed $107,405.50 for a portion of the costs
associated with installation of a traffic signal at the intersection of Camino Tassajara and .
Blackhawk Drive, Alamo area.

II. Financial Impact: There will be no impact to the General Fund, the reimbursement monies will
come from the Road Fund.
III. Reasons for Recommendations and Background: The conditions of approval for Subdivision
6585 required the installation of this traffic signal when signal warrants are met. The conditions
also state that the developer of Subdivision 6585 shall be responsible for their 'fair share' of the
cost of the signal. The remaining cost was eligible for reimbursement from the future
development in the area. When the project was initiated it was determined that Blackhawk
Services Company would be responsible for one half of the cost of the signal. Blackhawk
Services Company arranged for the installation of the traffic signal and the signal was completed
and turned on in June of 2001. One half of the cost of the signal has been invoiced to the County
on July'3, 2001 for $82,405.50.
Subsequent to the signal being turned on, the need to modify the signal has arisen. Blackhawk
Services Company may agree to have the signal modified as a change order to the existing
contract. This modification is estimated to cost $25,000.
Blackhawk Services Company is being reimbursed out of County Road Funds to expedite the
reimbursement. The County will seek reimbursement of these monies from future development
on the south side of Camino Tassajara that are currently under review.
IV. Consequences of Negative Action: If the reimbursement to Blackhawk Services Company is
not authorized the improvements to the signal will be substantially delayed. Blackhawk Services
Company may not be reimbursed for the portion of the signal that was determined not to be their
responsibility.
