SUBJECT: Library Plan for Expenditure of Additional Funds
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Accept the recommendations of the Public Manager's Association relating to the allocation of additional funds provided to the
County Library to improve services,hours and collections.
Authorizethe County Librarianto developand implementa plan for service improvements based on these recommendations.
Authorize the County Librarian to allocate unspent funds for hours to one-time costs, primarily library boks and other
resources.
FINANCIAL IMPACT
$1.3 in i Ilion has been included in the library's 2001/02 budget.
BACKGROUND
At the August 7, 2001 Board of Supervisors budget hearing,the Board approved an allocation of$1.1 million to be used to
increase library hours and $200,000 to purchase additional books and other library resources. The Board referred the item
to the Public Manager's Association (PMA)to make recommendations concerning the allocation of funds.
The PMA met on September 6 and October H, 2001 and agreed to the following recommendations:
1. Cities that are currently contributing funds for additional hours will not be required to contribute additional fiends
(assuming their current contribution meets or exceeds the County match). However, these cities are required to
continue their current level of contribution.
2. Cities that are not currently contributing funds for additional hours must contribute on a dollar for dollar basis to
increase open hours to 35 in order to receive the County match.
3. County funds not used for a match will be distributed to the other branches for books and other materials based on
the formula of 50% circulation and 50% population. The $200,000 provided by the Board of Supervisors will also
be allocated based on this formula.
4. Cities that currently contribute sufficient funds to keep the library open a minimum of 48 hours can use the County
match to enhance library services, programs and collections rather than hours if they choose to do so.
5. Methodology for determining costs:
• In order to allocate funds in an equitable manner, costs for additional hours were developed from the base
level of 29 hours of service at most locations.
• Costs to add 6 specific hours of service have been determined for each branch, based on the following
parameters:
• The base level assumes that each branch is currently open 4 hours on Friday and 4 hours on Saturday. An
additional 3 hours was added on both Friday and Saturday.
• Costs vary among branches based on a variety of factors, including: population served, circulation and
other measures of activity at the branch, size of the facility, programs offered, etc.
• With the match program, the city would fund 3 hours and the county would match the cost, for a total of 6
hours at the branches.
• The County will fund 6 additional hours in the full-service branches in unincorporated communities and 4 — 6
hours in the outlets, from the $1.1 million.
• Cities may request alternate cost proposals based on the communities' priorities for additional open hours.
Actual costs to provide specific hours will be developed and will vary depending on when the hours are added.
The City will have to fund any additional costs above the amount of the County's match.
