SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with Ms. Tricia Hahn (#21-807-0) for Housing Specialist services in the amount of$50,000 for the period November 1, 2001 through September 30, 2002. FINANCIAL IMPACT: $50,000 Family Preservation and Support Program (FPSP); 100% Federal. CHILDREN' S IMPACT STATEMENT: Services under this contract directly support all five community outcomes identified in the Contra Costa Children's Report Card: 1) "Children Ready for and Succeeding in School" 2) "Children and Youth Healthy and Preparing for Productive Adulthood" 3) "Families that are Economically Self Sufficient" 4) Families that are Safe, Stable and Nurturing" 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." BACKGROUND: The Family Preservation and Support Program (FPSP) provide intensive support services to families with children who are at risk of out-of-home placement. The community-based services improve the health and safety of children and families and help avoid placement in foster care. Intensive support services such as counseling, information and referral, and housing assistance empower the family to stay together. The Housing Specialist will connect low-income families referred from child welfare workers and from FPSP workers with safe, stable, and affordable housing. Creating partnerships with private and public entities, the Housing Specialist will identify housing funding sources, furniture, and household goods resources to assist the families' transition to self-sufficiency. Employment and Human Services Department (EHSD) conducted a competitive procurement (RFI #141) to obtain qualified personnel to fill the Housing Specialist position. Ms. Tricia Hahn was selected to fill the position based on her demonstrated skills and experience.
