Bautista, County Probation Officer Costa DATE: November 6, 2001 - County Srq cotiK'� SUBJECT: Approval to Contract with Challenge Grant II Subcontractors SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION APPROVE and AUTHORIZE the County Probation Officer to execute three contracts for $253,352 each, with REACH Project, Inc. (Antioch), STARS, Inc. (Piedmont) and Community Violence Solutions (Rape Crisis Center, San Pablo), to provide therapeutic day treatment services as components of the Juvenile Crime Enforcement and Accountability Challenge Grant II through June 30, 2002. BACKGROUND: The State of California, under Senate Bill 2108 (Chapter 502, Statutes of 1998), provided $50 million for a second round of Challenge Grants and the 1998-99 Budget Act provided an additional $10 million for implementation of these grants. On February 23, 1999 the Board of Supervisors approved the Board Order and Resolution authorizing the County Probation Officer to contract with the State Board of Corrections for these grant funds. The contracts have been signed and returned to the Board of Corrections. An integral part of this project is to open three-day treatment centers for high-risk female juveniles in three locations throughout the county. This is a partnership with Probation, Children's Mental Health and the County School's Department and the Board of Corrections has approved this proposal. Services will be provided to 20 to 30 girls per site with services ranging from education, vocational services, substance abuse counseling, health education and mental health services. Following an extensive request for proposals and screening process, the three organizations selected to provide these services are REACH Project, Inc. (East County), STARS, Inc. (Central County), and Community Violence Solutions (Rape Crisis Center, West County). FISCAL IMPACT: The Board of Corrections requires a 25% county match, but the necessary match requirements will be met through federal funds that are generated by the project components.
