SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE AND AUTHORIZE the Employment and Human Services Department Director, or designee, to contract with the Contra Costa County Office of Education (contract # 21-673-1) in the amount of$75,000 for expanded educational liaison service for foster youth in Contra Costa County for the period of July 1, 2001 through June 30, 2002. FINANCIAL, IMPACT: $75,000 Child Welfare Services Title IV B; 70% State ($52,500), 30% County ($22,500). CHILDREN'S IMPACT STA EMF,NT: This contract supports three of Contra Costa County's five community outcomes: 1) "Children Ready for and Succeeding in School"; 2;) "Children and Youth Healthy and Preparing for Productive Adulthood"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families" by providing foster youth services to improve educational outcomes and ensure appropriate timely school placements. BACKGROUND: During FY 2000/2001, the Contra Costa County Office of Education (CCCOE), school districts, and Employment and Human Services Department (EHSD) implemented educational advocacy services and support for foster youth in group homes to include all foster youth in Contra Costa County. The program focuses on literacy, academic, and life skills promoting academic and personal achievement, and successful emancipation from foster care. The program promotes educational success of foster youth in their homes and at school. In addition to directly benefiting foster youth, the program provides long term cost savings to the state. Extending services for FY 2001/2002, EHSD will allocate $75,000 in Child Welfare Services Title IV B funding for education liaison/support services staff. EHSD staff will provide data support and coordination. EHSD will provide space, equipment, and support staff facilitating service collaboration between EHSD case managers and educational providers. CCCOE and EHSD will develop expanded in-kind services and solicit outside funding to operate and augment the program beyond the commitments of the CCCOE, EHSD, and the participating school districts.
