SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: A. Approve and Authorize the Health Services Director, or his designee, to develop and transmit an application along with the necessary certification and assurances to the City of Concord Community Development Block Grant (CDBG) for the renovation and improvement of the Central County Shelter for Adults and Families located in Concord. B. Authorize the Director of Health Services or his designee, if awarded, to accept up to $50,000 in City of Concord CDBG funding and enter into a contract with the City of Concord to perform all responsibilities in relationship to receipt of the funding and contracted provisions for FY 2002- 2003. FISCAL IMPACT: The 25% match requirement for CDBG funding will be met by funds committed by the City of Walnut Creek for improvements to the shelters. No County funds are required to match the award. BACKGROUND: The Central County Shelter, located at 2047 Arnold Industrial Way, was built in the early 1990's to accommodate 60 homeless individuals in need of food and shelter. Since that time, the services have been expanded to provide a more comprehensive package that includes case management, healthcare screenings, information and referrals to mental health and substance abuse services, and housing search assistance. In November 2000, the shelter was augmented to support homeless families in the County who needed assistance. Last year, the County renovated the Brookside Shelter in Richmond, CA. It is now time to make improvements to the facility in Concord that will benefit the adults and children residing in that facility. Renovations and improvements are needed for the health and safety of all residents and to provide functional adequacy of the Emergency Shelter for Adults and Families.
