Specific Request (S) or Recommendation (S) & Background and Justification I. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to submit and execute a funding application to the Volunteer Center of Contra Costa in the amount of $10,000 for 2001 Share the Spirit funding for the Family and Children's Services program through.December 31, 2001. H. FINANCIAL IMPACT: If this application is approved and the funds subsequently awarded, an appropriation adjustment will follow. The funding will be included in the Family and Children's Services Department's FY 2001-02 Budget. No County funding is required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: The clients of the Family and Children's Services Program are low-income. Of the 2,537 children served, approximately 75% live at Federal Poverty Level or below. The remaining 25% are living slightly above the Federal Poverty level and are still very low income. Also, approximately 12% of these children have disabilities. We would like to target those living at or below poverty level. The Share the Spirit funds will be used to supplement their holiday needs. We would like to purchase gift certificates for each family as follows: $25 Albertson's or Safeway (with the no-alcohol stipulation) and $25 Target Stores. We will work with Target Stores for an early morning shopping period where they open the store for our clients only, and allow them to have a 10-15% discount on purchases using the gift certificate. The Community Services Department Child Development Division supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health to low-income children throughout Contra Costa County.
