SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director or designee to:
1. EXECUTE a contract with the Housing Authority of Contra Costa County in the amount of
$90,500 for Weed and Seed Program services for the period from July 1, 2000 through
June 30, 2002; (#21-790) and
2. APPLY for and ACCEPT continuing 2001 Weed and Seed Funds (2001-WS-QX-0205)
from the U.S. DOJ Office of Justice Programs' Executive Office for Weed and Seed, for
April 1, 2000 through March 31, 2001, in the amount of$150,750 (#29-122).
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION-
APPROVE and AUTHORIZE the Employment and Human Services Director or designee to:
1. EXECUTE a contract with the Housing Authority of Contra Costa County in the amount of$90,500 for
Weed and Seed Program services for the period from July 1, 2000 thorough June 30, 2002; (#21-790);
2. APPLY for and ACCEPT continuing 2001 Weed and Seed Funds (2001-WS-QX-0205) from the U.S.
DOJ Office of Justice Programs' Executive Office for Weed and Seed, for April 1, 2000 through March
31, 2001, in the amount of$150,750 (#29-122).

The Weed and Seed Program supports all Contra Costa County community outcomes: 1) "Children Ready for
and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3)
"Families that are Economically Self-Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5)
"Communities that are Safe and Provide a High Quality of Life for Children and Families" by offering
community collaboration and a combination of activities for at-risk youth, including job training, themed
activities (e.g. after school and summer programs) and truancy reduction measures.

The Weed and Seed grants were transferred from the Housing Authority to EHSD in July 2000. After auditing
Housing Authority costs, EHSD agreed to reimburse certain Housing Authority costs. This contract will allow
EHSD to reimburse verified costs from FY 99-00 ($55,415) and allocate additional Weed and Seed funds for
FY 2001-02 summer program administration and activities ($35,025), a total of approximately $90,500 payable
to the Housing Authority. The Board previously authorized EHSD to contract with the Housing Authority in the
amount of$28,000 for the summer program (c.57 July 17, 2001), an action rescinded and superseded by this
authorization. Housing Authority summer costs increased from $28,000 to $35,025 due to costs for
transportation and additional activities being shifted from private contracts directly to the Housing Authority.
