RECOMMENDATION:
ADOPT Resolution No.2 0 0 0/5 3 4 supporting two congressional actions sponsored by
Congressman George Miller:
1. Establish lease agreement authority for the Secretary of the Navy to enter into a lease
with Contra Costa County for portions of the Concord Naval Weapons Station, and
2. Request funds to pay for environmental studies necessary as a precondition to use the
Concord Naval Weapons Station site.
BACKGROUND:
In May, 1999, the Secretary of the Navy announced that the Naval Weapons Station in Concord
would be placed under reduced operation status through reduction in force. In September, 1999,
Congressman George Miller established a Joint Use Study Committee to investigate potential
civilian use of the Concord Naval Weapons Station as the Navy shifted its operation nearly
exclusively to the tidal area, away from its administration complex and bunker storage area.
The committee met and prepared a proposal for submittal to the Navy on November 15, 1999.
The proposal was received favorably, though tentatively, pending resolution of many
requirements and details. Included in the proposal was the suggestion that the master lessor be
Contra Costa County, who in tum would sublease area to primarily public and non-profit
agencies. The County has not committed itself to entering into such a lease. Authority for the
Navy to enter into such an agreement is a precondition to receive money for studies and to allow
the next level of negotiations.
One issue that has not been resolved is the cost of the operation of the facility. The first set of
costs that have been identified are Navy required studies that the Navy estimates at$1,545,000.
We are requesting and supporting legislation that Congress provide the funding since these
studies will be required for any future use of the site and Contra Costa public agencies do not
have the resources for such studies.
As more information becomes available, the Board will receive a full briefing on the status and
prospects for this project. Thus far, only staff time has been spent on this process and no lasting
commitments have been made.

WHEREAS, the Contra Costa County Board of Supervisors has expressed interest in joint
use of the Concord Naval Weapons Station (Seal Beach Detachment Concord); and
WHEREAS,the Board is interested in determining the costs associated with restrictions and
mitigation measures related to the use of the property; and,
WHEREAS, studies, including the FOSL and NEPA, must be conducted prior to release of
the site for civilian use; and,
WHEREAS, the Board supports the effort of Congressman George Miller to obtain funding
for these required studies; and,
WHEREAS, following analysis for cost effectiveness, the Board may wish to enter into
negotiations with the Navy as Master Lessee;
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors supports the
legislation enabling the Navy to negotiate with the County.

Dear Congressman Miller:
At the request of Ms.Hoffman,I am providing you with this information.
Over the past several months the Navy has been meeting with representatives of Contra
Costa County,City of Concord, Supervisor Mark De Saulnier's office and the East Bay
Regional Park District to discuss various issues related to the proposed joint use of property
located at the Naval Weapons Station, Seal Beach Detachment,Concord,California. These
meetings include'discussions relative to environmental, planning and real estate studies and
mapping required to implement the joint use.
In order to make the joint use happen in a timely manner,we need to proceed to obtain the
required studies as soon as possible. These studies include Real Estate mapping updates, a
Real Estate Appraisal,Master planning conditions update,an Environmental Baseline Survey
and Finding of Suitability to Lease and National Environmental Policy Act documentation.
The projected costs for these studies totals approxirnately$1,545,000. The breakdown of
these costs is as follows:
Real Estate mapping/CAD/GIS updates $ 200,000
Real Estate Appraisal 70,000
Master planning conditions update 125,000
Environmental Baseline Survey and
Finding of Suitability to Lease 650,040
National Environmental Policy Act 500,000
Unfortunately,the Navy does not have funding in its budget to complete all of these studies
and would require assistance from the City,County or other sources to obtain the necessary
funding. We have been working together with these agencies and a representative of your
-office,Kathy Hoffman,to carne up with a solution to the funding issue, but as of this date,
we do not have a feasible plan.
