The Public and Environmental Health Advisory Board was established in May 1986 to anticipate emerging health needs and initiate prevention programs, focus public health interventions in communities with the greatest needs, balance available resources with growing needs, and advocate for increased county action to improve community health. The Advisory Board has 19 members. The Internal Operations Committee reviews the nominations for all seats on the Advisory Board except those reserved for specific public agencies. On October 23, 20001- the IO Committee, at the recommendation of the Advisory Board and the Health Services Director, considered and approved the reappointment of the individuals named above, and now proffers its recommendation to the Board of Supervisors. REAPPOINT the following applicants to the Public and Environmental Health Advisory Board. Please see the attached applications for more detail on the qualifications of these candidates. • Representing Volunteer Agency: REAPPOINT Art Hatchett,P. O.Box 561,Rodeo,CA 94572 as Volunteer Agency Representative to the PEHAB for a term expiring on May 31,2004. Mr. Hatchett currently serves as Executive Director for the Greater Richmond Interfaith Program(GRIP), a membership of 30 congregations of all faiths whose mission is to address justice issues from the perspective of the faith community. In addition to his work with GRIP,Mr. Hatchett is a 25-year member of the Contra Costa Board of Directors for the American Cancer Society and has volunteered both at the state and local levels. He also serves on the State's Prostate Support Group and facilitates Prostate Support/Men's Health Group meetings at Sojourner Truth Presbyterian Church in Richmond. Mr. Hatchett's volunteers as an advisor to the North Richmond Center for Health and is a member of the Health and Wellness Work Group for the Prop. 10 Contra Costa Children and Families Commission. Mr. Hatchett is currently a member of PEHAB's subcommittees on Chronic Disease and Health Care Delivery Systems. Ms. McNeil serves as Director of Rubicon HomeCare Consortium, the newest of the three enterprises of Rubicon Programs, Inc. Rubicon HomeCare provides certified attendant care to the elderly and younger disabled in Contra Costa and Alameda counties. Ms. McNeil provides oversight for the business and,in particular,she focuses on administration,marketing and community relations. As a health educator,Ms. McNeil is a trainer and lecturer for patient education classes for churches, hospitals and community groups. She is a community leader, long-time Richmond resident and vice-chair of the North and East Neighborhood Council, the largest neighborhood in Richmond. Ms. McNeil has served on many boards, commissions and advisory committees at the local, regional, state and national levels. She is also a small business owner. Ms. McNeil currently serves on PEHAB's Steering Committee and the Chronic Disease subcommittee. BACK The Public and Environmental Health Advisory Board is a 19-member board appointed.by the Board of Supervisors in 1986 to advise the Health Services Department on community needs. This community-oriented Board seeks diverse representation from throughout Contra Costa County and includes constituents to represent community members in categories including the following:older adults,children,business/industry,environmental organizations,labor,and consumers. We also have professionals representing local voluntary agencies,the medical provider community,and immigrant populations. These representatives provide broad community knowledge and a wealth of experience and expertise in the health field. PEHAB's mission is to identify community health needs and to make recommendations to the Health Services Department on how to address these needs. In order to accomplish this,PEHAB strives to anticipate emerging public health issues, and advocates for policies,services,and programs that will improve the community's health. PEHAB recruits new members by sending out press releases to local media and notices to community-based organizations, other coalitions and groups, and members of the Board of Supervisors. PEHAB members also recommend candidates. PEHAB is committed to diversity in its membership and Contra Costa residents from a broad range of community and health settings are encouraged to apply. Candidates are asked to submit a written application, and upon receipt of the application, an interview is scheduled with a PEHAB member and staff to PEHAB. When interviews are completed,interviewers recommend to Steering Committee the candidates whose background and skills are the best match for vacant seats on the Board. Upon approval by Steering Committee, these candidates are contacted and invited to attend a Board meeting. Under the Workforce Investment Act, the "Chief Elected Official" (County Board of Supervisors) is designated as the appointing authority for membership on the WIB. This appointment has been placed on the Consent Agenda because Mr. Perkins was selected by unanimous vote as a"alternate"appointment by the Interim"Workforce Investment Board at its January 24,2040 meeting. Rmpmmon It is recommended that the Workforce Investment Board approve the appointment of Randy Perkins to the Board by the County Board of Supervisors. Mr.Perkins would fill a business representative seat vacancy created by the recent resignation of Mr.John Nunes of longs Drugs Stores. Mr.Nunes resigned from the Board as a result of his recent promotion at Longs Drugs Stores. His new schedule precluded him from participating at Board functions with the frequency that he would consider appropriate. Fiscal Impact: This action will have no fiscal impact.
