LAFAYETTE CITIZEN OF THE YEAR RESOLUTION NO. 2000/510
WHEREAS, NORMA EVANS has been committed to serving the community through valuable contributions
important to the education of our children;and
WHEREAS, NORMA EVANS, through her own devotion to children,has served on RAPPORT,a parent
leadership program,she has served as President of the Happy Valley Elementary School Parent Club;and
WHEREAS, NORMA EVANS has worked tirelessly for the Lafayette Arts&Science foundation on the
fundraising committee;and
WHEREAS, NORMA EVANS has spent endless hours volunteering her time to the likes of Boy Scouts of
America and the Lafayette Reservoir Run.Her constant presence on the school campus has often caused her to be
mistaken for a teacher.
WHEREAS, NORMA EVANS is a dedicated advocate for the children,a devoted leader in parent education,a
loving mother and an inspiration to those who know her.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County does hereby
honor and commend

Month )
WHEREAS, every child deserves a loving, nurturing and permanent home; and
WHEREAS, children awaiting an adoptive home are generally older boys and girls and
teenagers, and
WHEREAS, nearly all of these children have special needs because of physical, mental
or emotional disabilities, because they must be placed as a sibling group, because they
are minorities, or because they are school-aged, and
WHEREAS, these children need extra patience and support to help them overcome
previous hardships, and
WHEREAS, there are families able and willing to adopt children who have special
needs; and
WHEREAS, it is important to stress that a disability, low income, or unmarried status
does not preclude the right to adopt; and
WHEREAS, children waiting for adoptive parents, and families who have adopted
children, require and deserve community and public agency support, and
WHEREAS, in FY 1999/2000, Contra Costa County's public adoption agency placed
178 children, most with special needs, 159 of which were Contra Costa County children.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors declares
November 2000 as ADOPTION AWARENESS MONTH in Contra Costa County, and
encourages citizens, community agencies, businesses and others to celebrate adoption,
honor families that grow through adoption, further an awareness of the changes and
issues in adoption, and focus attention on those children who live in the shadow of an
uncertain future while they ait permanent families.

IN HONOR OF GENE WOLFE
UPON HIS RETIREMENT FROM THE RESOLUTION NO: 2000/512
CITY COUNCIL OF WALNUT CREEK
WHEREAS, Gene Wolfe, who was born in Ohio but has been a native of the East Bay since 1956, will
retire from the Walnut Creek City Council in December of this year;
WHEREAS, Gene is a highly decorated World War II veteran who holds a Batchelor of Arts degree from
the University of Cincinnati and a Masters of Divinity from Yale University;
WHEREAS, Gene has served his communities as an ordained minister, director of social welfare
organizations and community development programs, active participant in the civil rights struggle of the
1960's, leader in the fair housing movement, pioneer in afrinnative action in employment training and
minority contracting,and high-ranking public servant in the City of Oakland's Redevelopment Agency and
its Office of Community Development;
WHEREAS, Gene was first elected to the Walnut Creek City Council in 1991, receiving the highest
number of votes of all seven candidates for three positions, was re-elected in 1996, and twice served as
Mayor;
WHEREAS, Gene's record of public participation and accomplishment also extends to County and
regional bodies he has served on the East Bay Regional Park District Public Advisory Committee, the
County's Advisory Council on Aging,the Contra Costa Mayors Conference,the County's Juvenile Justice
Systems Planning and Juvenile Hall Replacement Committees, the Contra Costa County Transit District
Board, the Board of the Gardens at Heather Farm, the Walnut Creek Playhouse West Theater Board, and
the Contra Costa Solid Waste Authority(which achieved major reductions of rates for 150,000 residents of
Central County when he was chair);
WHEREAS,in his nine years of service on the City Council,Gene has been a leading advocate in dialogue
and communication with the business community;
WHEREAS,in the 1990's with Gene's energy,leadership and collegial style,the City has forged ahead to
become the East Bay's most vibrant and successful downtown regional shopping,business and cultural arts
center,and a prime example of municipal growth management and downtown redevelopment;and
WHEREAS, Gene's advocacy interests have also provided leadership for new neighborhood parks, open
space, youth sports fields, community gymnasiums, private foundation funding for the arts, parking and
traffic improvements,infill housing development affordable housing,and services for the homeless; .
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Contra Costa County
commends and thanks Gene Wolfe for his invaluable contributions to the people of Walnut Creek and
Contra Costa County. We hope that he will continue to be actively involved in community affairs, and we
wish him and his wife Muriel the very best in years to come.

BACKGROUND/REASONS FOR RECOMMENDATIONS
GIS Day offers an opportunity to inform the public and other County departments on
how the County is expanding the use of GIS to improve decision making processes
through enhanced geographic analysis, display and disclosure. National GIS Day is
sponsored by the National Geographic Society, the Association of American
Geographers, the University Consortium for Geographic Information Science, the
United States geological Survey, The Library of Congress, and the Environmental
Systems Research,Institute.

The Board of Supervisors of Contra Costa RESOLVES that:
WHEREAS, National Geographic Information System (GIS) Day is Wednesday,
November 15, 2000; and
WHEREAS, National GIS Day promotes geographic awareness in
communities, schools and organizations; and
WHEREAS, GIS promotes public understanding of important community
issues; and
WHEREAS, GIS assists in informed, equitable decision making; and
WHEREAS, cities throughout California are promoting Wednesday, November
15, 2000, as GIS day;
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors of Contra Costa
County, recommend that Wednesday, November 15, 2000, is National GIS Day and
urge all citizens to participate in GIS Day activities.
