FISCAL IMPACT Minor staff costs to develop the community preservation program. BACKGROUND/REASONS FOR RECOMMENDATIONS Two years ago, after a very successful demolition abatement program in Bay Point, Supervisor Joe Canciamilla and his staff determined that a more comprehensive program should be developed to address the overall improvement of the area. District 5 staff began to work with County staff in the County Administrator's Office, Building Inspection Department, Community Development Department, Redevelopment Agency, County Counsel, and Housing Authority to develop a variety of programs that would address the overall improvement of the neighborhood. Towards this end, staff began to develop data regarding the number of units impacted and how a program could be developed to address this problem. More recently, the office of Supervisor John Gioia has been working in the North Richmond community and has also determined that a rental inspection program would be a positive element toward neighborhood revitalization in the West County area, coupled with other neighborhood preservation ordinances (i.e., vacant lot registration, fencing and boarding). It is recommended that County staff continue to work with both district offices to develop a community preservation program that includes inspection of rental units, vacant lots, property maintenance and housing rehabilitation.
