III. Reasons for Recommendations and Background:
ou�nd:
The Natural Resources Conservation Service, an agency in the United States Department of Agriculture, and
the Contra Costa Resource Conservation District provide several beneficial services for the citizens of
Contra Costa County. They assist landowners in soil conservation techniques and provide assistance in
watershed planning activities and other natural resource issues for the citizens of the County.
In 1962, Congress passed the Food and Agriculture Act,which allowed the United States Department of
Agriculture to form Resource Conservation and Development Areas throughout the country. There are
currently seven formed Resource Conservation and Development Areas(RC&DA)in California that covers
26 counties. The local Natural Resources Conservation Service and Resource Conservation District are
proposing to form the San Francisco Bay Resource Conservation and Development Area. This local
RC&DA will include Contra Costa County, Alameda County and San Mateo County. Both San Mateo
County and Alameda County are currently considering being a sponsor. Santa Clara County is not included,
since they are already part of the Central Coast RC&DA. In the North Bay area,Marin, Sonoma and Napa
are looking to form a separate RC&DA.
There is no financial impact to the County. The advantages include providing a forum for coordination on
a multi-County regional basis, better comprehensive planning and enhanced grant application efforts to
resolve natural resource issues. Many natural resources do not stop at County boundaries. Watersheds, for
example,often cross County lines as do other natural resources such as forestlands, agricultural lands and
grasslands.
The RC&DA will allow a more coordinated effort for common issues, such as the agricultural/urban
interface and watershed planning. A recent example of the potential benefits of a RC&DA was a
coordination project with Contra Costa, Alameda, Sonoma, Marin, and San Mateo County's on the
management of horse boarding facilities. A demonstration site in Contra Costa County was developed at
the Western Trail Ride Adventures horse boarding facility on Castle Rock Road. This demonstration site
showed how to resolve watershed pollution issues often associated with horse boarding facilities. The
program also included outreach,workshops,and meetings with all horse clubs and other horse owner groups
and associations. Cost savings were realized by preparing outreach materials and developing a program for
all five counties.
The RC&DA is a grassroots type of program that is driven by local interests. The RC&DA structure includes
a council of twelve to fifteen people to coordinate the various grant applications and programs the RC&DA
becomes involved in. The Natural Resources Conservation Service provides staff support for the RC&DA
council.
IV. Consequences of Negative Action:
The San Francisco Bay Resource Conservation and Development Area would not be approved jointly with
Alameda and San Mateo County's.

SUBJECT: CO-SPONSORING AN APPLICATION FOR THE SAN FRANCISCO BAY
RESOURCE CONSERVATION AND DEVELOPMENT AREA.
WHEREAS, a Resource Conversation and Development program promotes the conservation of natural
resources and supports land uses that contribute to a strong local economy; and
WHEREAS,The United States Department of Agriculture,by authority of the Food and Agriculture Act
of 1962 and through the local Natural Resources Conservation Service office, gives technical and
financial help to local groups in the conservation and development of natural resources in their area and
assists project sponsors who are seeking funds and services from other Federal agencies and from State
and local sources; and
WHEREAS, Resource Conservation and Development projects are sponsored by local groups such as
county boards of supervisors, cities, resource conservation districts and other special purpose districts;
and
WHEREAS, The San Francisco Bay Resource Conservation and Development Council proposes to
represent a geographical area that includes Contra Costa County, Alameda County, and San Mateo
County; and
WHEREAS, The San Francisco Bay Resource Conservation and Development Council proposes to
promote conservation of our natural resources and agriculture through partnerships, stewardship,
watershed management, networking, and education;
NOW THEREFORE,BE IT RESOLVED that the Contra Costa County Board of Supervisors will co-
sponsor an application to the U.S. Secretary of Agriculture,under the terms of the Food and Agriculture
Act of 1962, for assistance in planning and carrying out a program of action to be known as the San
Francisco Bay Resource Conservation and Development Area.
