Gilbert, Director of General Services SUBJECT: CONTRACT AWARD RECOMMENDATION; Agenda Date November 14, 2000; Authorization No. WH409H Bids for Sitework for Headstart Classroom at Ambrose Park at 3103 Willow Pass Road, Bay Point for Community Services were received and opened at the County Architectural Division Offices on Thursday, October 19,2000. The project was bid under the informal bidding procedures based on the cost estimate. However, only two bids were received, both of which exceeded the County's informal limits but not the Public Contract Code limits. The classroom building, which is being provided under a separate contract, is scheduled to be completed in December, 2000. Rebidding this site work project under the formal bidding procedures would delay completion of the work until late Spring and thus would delay opening of the new facility. There are sufficient funds in the budget to award the contract and it is recommended that the Board award the contract as permitted by the Public Contract Code. Community Playgrounds, Inc., of Novato, who submitted the low monetary bid of$63,249.00 has satisfactorily demonstrated that they had made a clerical error on their bid and has requested that their bid be withdrawn. It is recommended that they be relieved of their bid and their bid bond be returned. It is recommended that the Board of Supervisors award the construction contract to the lowest responsive and responsible bidder, B & B Grading & Paving, Inc. of Concord, in the amount of $70,280.00. The initial construction contract estimate was $ 40,800.00 There were no other bids received. RK:amc cc: County Administrator's Office County Counsel Clerk of the Board(w/bids) Contract Compliance Officer H:\2000\3 07000 t\O0000122m.doc 1 A/D File No.: 307-0001/B.4.4 THE BOARD OF SUPERVISORS CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on November 14,2000 by the following vote: AYES: SUPERVISOR GIOIA, UILKEMA, DESAULNIER, CANCLAMILLA AND GERBER NOES: NONE ABSENT: NONE SUBJECT: Award of Contract for Site Work for Head Start Classroom at Ambrose Park 3103 Willow Pass Road,Bay Point for Community Services Budget Line Item No. 4421-4409 Authorization No. 0929-VM409H Bidde Total Amount Bond Amo ' is B &B Grading &Paving, Inc. $70,280.00 Payment: 2490 Vista del Monte $70,280.00 Concord, CA 94520 Performance: $70,280.00 Community Playgrounds, Inc. 1620 Grant Ave., Suite 5 Novato, CA 94945 The Director of General Services having invited bids for the above-captioned project pursuant to the informal bidding procedures of Public Contract Code Sections 22032(b) and 22034 and County Ordinance No. 93-66; and Bids having been received by the Director of General Services on October 19,2000; and The bid submitted by Community Playgrounds, Inc., having been withdrawn because the bidder made a clerical error and the Director of General Services recommending that they be relieved of their bid; and The Director of General Services recommending that the bid listed first above submitted by B & B Grading & Paving, Inc., is the lowest responsive and responsible bid, and this Board concurring and so finding; NOW, 'THEREFORE, the Board ORDERS that Community Playgrounds, Inc. be relieved of its bid and that their bid bond be returned; and NOW, THEREFORE, the Board DETERMINES that the cost estimate which was used as a basis for using the informal bidding procedures was reasonable; and Pursuant to Public Contract Code Section 22034(f), the Board ORDERS that the contract for the furnishing of labor and materials for said work is awarded to B & B Grading & Paving, Inc. at the listed amount and at the prices submitted in said bid, and that said contractor shall present two good and sufficient surety bonds as indicated above, and that the General Services Department shall prepare the contract therefor; and The Board FURTHER ORDERS that after the contractor has signed the contract and returned it, together with the bonds as noted above and any required certificates of insurance or other required documents, and after the Director of General Services has reviewed and found them to be sufficient, the Director of General Services is authorized to sign the contract for this Board; and The Board FURTHER ORDERS that in accordance with the project specifications and/or upon signature of the contract by the Director of General Services, any bid bonds posted by the bidders are to be exonerated and any checks or cash submitted for security shall be returned; and Page 1 of 2 HA2000\3 07000 1\OOCOO 120b.doc AWARD OF CONTRACT FOR SITE WORK FOR 307-000l/B.4.4 HEAD START CLASSROOM AT AMBROSE PARK, November 14, 2000 3103 WILLOW PASS ROAD, BAY POINT FOR COMMUNITY SERVICES The Board FURTHER ORDERS that the Director of General Services is authorized to sign any escrow agreements prepared for this project to permit the substitution of securities for moneys withheld by the County to ensure performance under the contract,pursuant to Section 22300 of the Public Contract Code.
