SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
1. ADOPT Resolution approving plans and specifications for the renovation of the parking lot at
1215 Main Street Martinez, California.
2. ADOPT a Board Order delegating management of 12 County-owned parking lots in downtown
Martinez bounded by Marina Vista, Court, Pine, Mellus, and Willows Streets to the County
Administrator.
FINACIAL IMPACT:
The Architect estimates the initial construction contract cost at $300,000. Funds are budgeted for the
project.
BACKGROUND:
In October 2000 the Board of Supervisors accepted a Parking Plan for downtown Martinez and
authorized Ross Drulis Architects to provide design services for the renovation of the parking lot at
1215 Main Street. The renovation of the parking lot will increase the number of parking spaces in this
lot from 107 to 132, will supply card access gates to secure County employee parking, and will
increase the number of ADA parking spaces to meet current code.
The project has already undergone environmental review and it was determined that the project is
categorically exempt from the California Environmental Quality Act. Further environmental review is
not necessary.
The attached Board Order delegates authority to the County Administrator to take all actions deemed
necessary regarding management of parking on County-owned parking lots in the core downtown
area of Martinez.

SUBJECT: Approving Plans and Specifications for the Renovation of the Parking
Lot at 1215 Main Street,Martinez, California

WHEREAS plans and specifications for the Renovation of the Parking Lot at
1215 Main Street, Martinez, have been filed with the Clerk of the Board this day by the
Office of the County Administrator; and
WHEREAS plans and specifications were prepared by Ross Drulis Architects,
Sonoma; and
WHEREAS the Architect's cost estimate for the initial construction contract is
$300,000 and
WHEREAS the Board has obtained the general prevailing rates of wages, which
shall be the minimum rates paid on this project.
IT IS BY THE BOARD RESOLVED that said plans and specifications are
hereby APPROVED. Bids for this work will be received on December 19, 2000 at 2:00
p.m., and the Clerk of this Board is directed to publish a Notice to Contractors in
accordance with Section 22037 of the Public Contract Code, inviting bids for said work,
said Notice to be published in the Contra Costa Times. The County Administrator, or his
designee, is directed to mail notices to the construction trade journals specified in Section
22036 of the Public Contract Code at least 30 days before the date of opening the bids;
and
IT IS FURTHER RESOLVED that the County Administrator, or his designee,
is AUTHORIZED to issue bid Addenda, as needed, for clarification of the contract bid
documents, provided the involved changes do not significantly increase the cost estimate
for the initial construction contract.

SUBJECT: PROVISION FOR STRUCTURED COUNTY OFFICIAL AND EMPLOYEE PARKING,
DOWNTOWN MARTINEZ AREA.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDED ACTION:
To further County purposes, this Board of Supervisors hereby directs that the use of
vehicles, animals or the placing of materials or any other items on County parking lots 1 to 12 (as
described below in Section II) shall be prohibited, regulated and managed as determined to be
appropriate by the County Administrator. When the Administrator deems it appropriate, actions
taken pursuant to this order will be reported to this Board or an appropriate committee of it. This
order shall remain in force until it is repealed or superseded by this Board.
II. REASONS FOR RECOMMENDATIONS AND BACKGROUND:
The County is in the process of commencing various new buildings and rehabilitation projects in the
downtown Martinez core County government area. For this reason, it is necessary to provide for
more structured and restricted parking areas in order to assure efficient use of the limited parking
space available for involved county officials, employees and others needing to consummate business
or other activities with the County in downtown Martinez. The specific portion of downtown Martinez
(and County parking lots) involved is that portion of downtown Martinez being generally the area
bound by Marina Vista, Court, Pine, Mellus, and Willows Streets including County parking lots 1 to
12.
For the above-noted described area and parking lots, it is requested that the Board of Supervisors
direct that the use of vehicles, animals or the placing of materials or other items on County parking
lots 1 to 12 be prohibited, regulated or managed as determined to be necessary by the County
Administrator for County purposes. Further, the County Administrator, as appropriate, should report
actions taken pursuant to this order to this Board or a committee of it.
