BACKGROUNDIREASON(S) FOR RECOMMENDATION(SY: On October 23, 2000, the Family and Human Services Committee heard a report from donna Wigand, Mental Health Director, on the availability of mental health support services, including residential treatment facilities. Responding to questions from Supervisor John Gioia and Supervisor Joe Canciamilla, Ms. Wigand stated that the property at 1312 Babel Lane in Concord currently has an option on it, which will expire in December. The Board of Supervisors had allocated $900,000 toward acquisition of a mental health residential treatment facility during the past two budget cycles. Over 30 sites were investigated, primarily in Central County. A search committee consisting of representatives from County Mental Health, Lease Management, County Administrator's Office and the Mental Health RTF Advisory Committee reviewed sites for their suitability in terms of access to transportation, access to shopping and services, proximity to a residential neighborhood, affordability and facility layout. Of these, one was subsequently withdrawn from the market, another was sold to another party, another was not affordable, another had a serious problem with the site (a gulch in its center) and no response was received to County inquiries on the last site. As a result, an option on the Babel Lane property was negotiated through the end of December. Subsequent to the purchase of the option, there was considerable neighborhood opposition to acquisition of the Babel Lane property. No further action has been taken on acquisition, according to Ms. Wigand. Both Supervisor Joe Canciamilia and Supervisor John Gioia stated that the Health Services Department needs to move ahead in acquiring a new residential treatment facility as soon as possible. Both felt that the search for the property should extend countywide and include both East County and West County. 2
