ACCEPTING CANVASS OF VOTES FOR POLICE SERVICE
AREA P-6, ZONE 1613
The Board received the Certificate of the County Clerk giving the results of the
Election Date Special Election for County Service Area P-6, Zone 1613, wherein each
landowner of the affected area was allowed one vote for each acre or portion thereof
on Resolution No. 2000/367 so as to authorize a special tax on property located in
Zone 1613 of County Service Area P-6 to maintain the present level of police
protection service and provide additional funding for increased police protection
service.
The Board hereby ACCEPTS the Canvass of votes from the County Clerk-
Recorder showing the Measure passed as follows:

Accept the attached report regarding follow-up to public comments made regarding Custodial Service
at Summit Centre at the October 24, 2000 Board of Supervisors meeting.
II. FINANCIAL IMPACT:
None at this time.
III. BACKGROUND:
At the October 24, 2000 Board of Supervisors meeting, public comments were made by Isobel White,
SEIU Local 1877, Oscar Castaneda, janitor at Summit Centre, and John Dalrymple, Labor Council
regarding the janitorial contract at Summit Centre. Board of Supervisor's Chairperson Donna Gerber
requested that General Services Department staff meet with union representatives or employees of the
janitorial company to follow-up on comments made.

SUBJECT: REPORT REGARDING FOLLOW-UP TO PUBLIC COMMENTS MADE
REGARDING CUSTODIAL SERVICE AT SUMMIT CENTRE AT THE
OCTOBER 24, 2000 BOARD OF SUPERVISORS MEETING
This report is presented as a follow-up to the request made by Supervisor Donna Gerber,
Chairperson, at the October 24, 2000 Board meeting, for General Services staff to meet with
union representatives or employees of Able Building Maintenance regarding the janitorial
services contract.
On October 31,2000, representatives from the General Services Department met with Isobel
White and Katy Nunez-Adler, representatives from SEIU Local 1877. The purpose of the
meeting was to share general information regarding custodial service contracting in the county,
and specifically to address their concerns regarding Summit Centre provider selection.
The following topics were discussed during the two-hour meeting:
1. CountyBid 1296 — There was a general discussion regarding the countywide bid for
custodial service which concluded in October of 1998, Terms of the Agreement, the process
employed, and the list of vendors contacted to participate. Both Able Building Maintenance
and Summit Building Services were invited to participate in the process. Summit Building
Services was ultimately selected, as one of the County's three regional service providers,
Able did not submit a bid response.
2. County Prevailing Wage Requirement - Contra Costa County has a policy requiring
Custodial Service providers pay the prevailing rate established by the State Director of
Industrial Relations for wages, services, and health benefits. This requirement was included
as a requirement during the countywide custodial service bid and was adopted by the Board
of Supervisors on November 3,1998.
3. Summit Center Ownership - The County did not own the Summit Centre in October, 1998,
so custodial service for this property was not included in Bid 1296. When the County tools
over ownership of the Summit Center, Able was the contractor in place to provide custodial
service for the building and the County adhered to all of the terms and conditions of Able's
contract, which was scheduled to expire June 1, 2000.

4. Able Price Increase -In late May of 2000, Able Building Maintenance presented the County
with a price increase of nearly 18%, increasing the monthly cost from $7,980 to over
$9,289, both based upon full occupancy. In June, representatives from General Services
held discussions with Able which resulted in the County making the decisions to both accept
Able's increase while soliciting competitive pricing from Summit Building Services. This
process was completed in August of 2000; Summit provided the County with pricing of
$7,715 per month based upon full occupancy.
5. Prevailing Wage Determination - Ms. White and Ms.Nunez-Adler presented the most recent
Prevailing Wage determination CON-2000-1 from the Department of Industrial Relations
dated September 30, 2000.
The meeting resulted in an agreement to temporarily suspend replacement of the current
provider, Able Building Maintenance. The General Services Department agreed to contact the
County's private custodial service contractors to verify they are in compliance with the most
recent prevailing wage determination; a follow-up meeting will then be scheduled with Ms.
White and Ms. Nunez-Adler to discuss the findings. We will provide the Board of Supervisors
with a status report after that meeting.

IL BACKGROUND
Section 1108-2.212 of the County Ordinance Code authorizes the Purchasing Agent to dispose of any
personal property belonging to Contra Costa County and found by the Board of Supervisors not to be
further required for public use. The items are A) obsolete, B)word out, C)beyond economical repair, or
D)wrecked beyond repair and are appropriate for disposal.
