Costs FROM: Phil Batchelor, CAO CountyDATE: November '14, 2000 SUBJECT: CONTRACT AUTHORIZATION FOR THE DAVIS COMPANY TO PREPARE AN ANALYSIS OF THE FAR EAST COUNTY FIRE PROTECTION DISTRICTS AND THEIR FUTURE NEEDS SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION Recommendation: AUTHORIZE the County Administrator or his designee to execute a contract on behalf of the County with The Davis Company in an amount not to exceed $37,275 to prepare a review of the far east county fire protection districts (i.e. Oakley Fire Protection District, East Diablo Fire Protection District, and Bethel Island Fire Protection District) and an analysis of future fire service needs in the far east county. Fiscal Impact: The cost of the contract will be shared by the three fire protection districts. Background/Reasons for Recommendation: The County's far east section is a fast growing area and aggressive growth creates greater demand on fire services. The particular districts where growth is causing concern are: Oakley Fire Protection District; Bethel Island Fire Protection District, and; East Diablo Fire Protection District. In an attempt to address these concerns, Supervisor Canciamilla formed an ad-hoc committee to study the issue. The ad-hoc committee was comprised of two fire commissioners from each of the three fire districts and was charged with the responsibilities of reviewing current service models, determine if any synergies existed, and recommend changes where appropriate. This committee was especially timely, not only because of the aggressive growth, but also because of the recent retirements of the Oakley and East Diablo Fire Chiefs. After several meetings, the ad-hoc committee unanimously recommended that the County engage an outside third-party to study the current configurations of the districts, including a financial and service- model analysis, determine if some form of consolidation is appropriate, and what resources will be needed to serve the growing populace.
