The Board of Supervisors of Contra Costa County, as the governing body of the Contra Costa County Flood Control and Water Conservation District, RESOLVES that: The Flood Control District on July 12, 2000 contracted with Biland Construction Company, for the reconstruction of subdrain system, remove and replace failed concrete and cutoff wail with First National Insurance Company of America as surety, for work to be performed on the grounds of the County; and The Chief Engineer reports that said work has been inspected and complies with the approved plans, special provisions and standard specifications and recommends its acceptance as complete as of October 13, 2000. Therefore, said work is ACCEPTED as completed on said date, and the Clerk shall file with the County Recorder a copy of this Resolution and Notice as a Notice of Completion for said contract. II. Financial lmpact: The contract's estimated cost is $85,000. The cost shall be funded by the cities and County proportionate to their respective po tions thrQughSt 7 er utility assessments. Reasons for Recommendations and Backaround: ound: The United States Environmental Protection Agency issued the National Pollutant Discharge Elimination System (NPDES) Regulations for stormwater discharges on November 16, 1990. These regulations required Contra Costa County, its incorporated cities and the Contra Costa County Flood Control and Water Conservation District to obtain NPDES Permits for municipal stormwater discharges. The Permits seek to significantly reduce or eliminate all pollutants from entering the waters of the San Francisco Bay - Delta Region. The Joint Municipal NPDES Permits were originally granted on September 15, 1993 by the San Francisco Bay Regional Water Quality Control Board and January 29, 1994 by the Central Valley Regional Water Quality Control Hoard covering all of the incorporated and unincorporated areas of Contra Costa County. This contract allows GeoSyntec Consultants to provide the necessary technical services for the 2000/01 Fiscal Year. The technical services provided by GeoSyntec Consultants are specialized and critical to the success of the overall Program. GeoSyntec Consultants was chosen after an extensive selection process. It was the decision of the Management Committee to retain this firm to provide the Contra Costa Clean Water Program with technical services for Fiscal Year 2000/2001. IV. Consequences of Negative Action: If the consulting services agreement with GeoSyntec Consultants is not approved, then all municipalities will be in non-compliance with the Joint Municipal NPDES permits issued by the San Francisco Bay and Central Valley Regional Water Quality Control Boards. Potentially, fines totaling $10,000 per day and $10.00 per gallon of stormwater discharge for all affected entities could be imposed.
