I. RFC'OMMF.NDATION
A. APPROVE a First Amendment authorizing extra work under the Consulting Services
Agreement dated June 1, 2000, with Kate Keating Associates, Inc., for Signage at Los Medanos
Health Center, 2311 Loveridge Road, Pittsburg, for Health Services Department. The First
Amendment increases the scope of services, extends the completion date, and increases the
Payment limit from $20,500.00 to $60,500.00, an increase of$40,000.00.
B. AUTHORIZE the Director of General Services to execute the First Amendment to the
consulting services agreement, and to issue written authorizations for extra work, in addition to
the authorization for the First Amendment, provided that the cumulative total extra cost for such
additional authorizations shall not exceed$6,000.00.
II. E ANCTAL IMPACT
Sufficient funds are available in the bond financing for this project to cover this increase in the
Consultant's payment limit.

A. The Director of General Services executed a consulting services agreement with Kate Keating
Associates, Inc., effective.lune 1, 2000, for Signage at Los Medanos Health Center, 2311
Loveridge Road,Pittsburg, for Health Services Department.
B. The First Amendment increases the scope of services for signage beyond the scope of the original
Agreement,which provided only programming and wayfinding for interior signage. This
Amendment provides.
1. Design, Construction Documents and Contract Administration for interior signage.
2. Programming,Design, Construction Documents and Contract Administration for exterior
signage.

I. Effective Date and Par ia: Effective November 14,2000, Kate Keating Associates, Inc. (herein called "Consultant"), a California Corporation,
and the County of Contra Costa(herein called"County"),a political subdivision of the State of California,mutually agree as follows:
2. purnos : On June 1, 2000, the parties entered into a contract entitled "Consulting Services Agreement," referred to as the "Agreement," which
covers architectural services for Signage at Los Medanos Health Center,2311 Loveridge Road,Pittsburg for Health Services.The parties desire to
amend the Agreement to expand the scope of service and to increase the payment limit accordingly.
3. Amendments to Agreement:
A. In the Agreement,Section I(e),change the Payment Limit from $20,500.00 to$60,500.00,an increase of$40,000.00.This change shall apply
to charges from and after October 1,2000.
B. In accordance with Section 14 of the Agreement,provide the following extra services:
1. Design,Construction Documents,and Construction Administration for interior signage.
2. Programming,Design,Construction Documents,and Construction Administration for exterior signage.
C. In the Agreement,Section I(f),change the completion date from October 31,2000 to Completion of Construction.
4. E feet:
Subject to the revisions made by this and any prior amendments,the Agreement shall remain in full force and effect.

to contract with Mr. Robert C. Clark (#21-357-5) in the amount of$157,500 for continued
development of PEGASYS PLUS General Assistance Automation Project for the period from
August 1, 2000 through June 30, 2001.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Duman Services Director, or designee, to contract with
Mr. Robert C. Clark (#21-357-5) in the amount of$157,500 for continued development of PEGASYS PLOTS
General Assistance Automation Project for the period from August 1, 2000 through June 30, 2001.
FINANCIAL, IMPACT:
Funding is 100% County cost.
BACKGROUND:
The further development of PEGASYS PLUS is part of the General Assistance(GA)Program implementation
as authorized by the Board in February 1997. During the development of the system,there have been changes
in the GA Program, policies and the interpretation of the legal basis. Because GA continues to be subject to
frequent changes in design,particularly as a result of litigation, it has been a complicated process to design, and,
has required redesign modifications. PEGASYS continues to prove extremely successful in complying with
court ordered requirements for tracking GA recipients.
This phase will include modifications to the existing system, implementation of the tracking of Interim
Assistance Advocacy, applications for Food Stamps in conjunction with GA and expansion of the Employment
Services program.
Mr. Clark, as a developer of PEGASYS,has assisted in its implementation and the resulting control of GA
expenditures. As part of the contractual responsibility,he will train the in-house programmer staff for the take
over of PEGASYS maintenance, support and operations. PEGASYS PLUS will include additional modules to
accommodate the Board's adopted policies, and enable the mitigation of Welfare Reform impact on GA.

I, RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or designee to execute contract
#38-458-2 with Cambridge Community Center in the amount of $35,200 for Head Start program
enhancement services for 32 children for the period from August 1, 2000 through June 30, 2001.
II. FINANCIAL IMPACT:
This contract is federally funded by the Head Start Basic Grant. No County funding is required.
III. CHILDREN'S IMPACT STATEMENT
The Community Services Department Head Start Program supports two of Contra Costa County's
community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe,
Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including
high quality early childhood education, nutrition, health, and social services, along with a strong parent
involvement focus, to low-income children throughout Contra Costa County, The overall goal of the
program is to bring about a greater degree of social competence in preschool children from low-income
families.
IV. REASONS FOR RECCJ►NMI+NDATIONS/BACI+GROUND:
On August 17, 1999, the .Board approved contract#38-458 with Cambridge Community Center for
the provision of full-day, full-year Head Start program enhancement services to program eligible
children in Central County.
Approval of this contract with Cambridge Community Center will allow the County Head Start
program to serve a total of 32 Head Start children in a full-day, full year environment at a
significantly reduced cost.

IV. REASONS FOR RECOMMENDATIONS/BACKGROUND:
Effective July 1, 2000, the County executed Short Form Service Contract #38-465-3 with
ChildCare Careers for the provision of contracted temporary teaching staff services through
September 30, 2000. Effective October 1, 2000, the County executed Short Form Service
Contract #38-465-4 for the provision of temporary teaching staff services through November 14,
2000.
The Community Services Department's Family & Children's Services (FACS) Division
operates a total of 24 childcare centers throughout the County. In order to comply with State
Licensing requirements while operating a quality full-day, full-year program, the Department
must maintain daily staffing of 188 teachers per day distributed throughout the childcare
centers.
Unfortunately, due to the current highly publicized teaching shortage affecting the entire
nation, the Department is struggling to properly staff its sites. Although the Department does
maintain a pool of eligible substitutes provided through Contra Costa County, the list has been
exhausted and it is difficult to provide coverage for the 75 staff openings per day at childcare
centers across the County.
The FACS management team met with the Local 1 Executive Committee on September 28, 2000
to discuss a continuation of contract services with ChildCare Careers. The Committee agreed to
continue these contract services through June 30, 2001.

Funding for this contract is included in the Community Services Department FY 2000-01 Budget.

in ways that will be effective as well as acceptable.
