RECOMMENDATIONS
APPROVE and AUTHORIZE the Director of Building Inspection to execute a
contract with R.L. Kramasz Consulting in an amount not to exceed $75,000 to
provide plan review services to the Building Inspection Department on a as needed
basis.
FISCAL IMPACT
None. All costs are covered by Plan Review fees collected from the City of
Pittsburg.
BACKGROUNDIREASONS FOR RECOMMENDATIONS
The City of Pittsburg contracted with the Contra Costa County Building Inspection
Department for various services related to the development of two large energy
plans currently being designed and built within the City of Pittsburg. At the Delta
Energy Commission (DEC), the County will provide a consolidated package of
services including plan review of structural, plumbing, mechanical, electrical and
seismic components. These services would be provided by our highly experienced
and credentialed plan review staff(including state certified structural engineers)and
suitably qualified outside consultants as required.

The Building Inspection Department has experienced tremendous growth in the
demand for services. The ability of the Department to respond to this demand has
been constrained by the level of staffing. In order to better respond to this increase
in demand, the Department has begun to contract for these services with small plan
review firms. Therefore,the Department is requesting the services of R.L. Kramasz
Consulting to assist the Department with this specialized project. R.L. Kramasz
Consulting has the necessary expertise to perform the plan review tasks. R.L.
Kramasz Consulting is a Small Local Business Enterprise.

RECOMMENDATIONS
Authorize the Community Development Director, or his designee, to recruit a consultant
and execute a contract for the preparation of the update to the Housing Element of the
County General Plan
FISCAL IMPACT
The Housing Element update is a state mandate and, as such, eligible for
reimbursement as an SB90 claim. The SB90 reimbursement is 1 to 2 years following
completion of the mandated work. Reimbursement for SB90 claims average
approximately 70% of the costs, but may be greater or lower depending on the amount
of the claims submitted.
BACKGROUND/REASONS FOR RECOMMENDATIONS
All cities and counties are required to adopt a Housing Element as part of the General
Plan. The Housing Element must be updated periodically as determined by the State
legislature. Only recently did the State legislature enact the legislation setting
December, 2001 as the due date for Housing Elements in the ABAG region.
To meet this deadline, preparation of the Housing Element must begin by late
November, 2000. The total estimated cost for preparation and completion of the

Housing Element update is $150,000. The appropriation adjustment for $80,000
for this fiscal year's costs is included separately on the Board agenda.
The request for this fiscal year covers consultant costs for the field surveys
necessary for verifying the holding capacity of identified vacant and underutilized
land, generation of demographic and housing data, the analysis of special needs
populations, and housing constraints, as well as consultant time in preparing the
update. Department staff costs to manage the project are also included.
Funding for the remaining estimated costs of$70,000 will be incurred during next
fiscal year and, therefore, will be included in the Department's budget proposal
for FY2001-02 to cover the public noticing requirements, public hearing process,
modifications resulting from the public hearing process, and submission to and
follow-up with the Department of Housing and Community Development
regarding certification of the Housing Element.
CONSEQUENCES OF NEGATIVE ACTION:
The County would be not be in compliance with the state mandate and would not
have an updated Housing Element upon which to base land use policy and
decisions. The ability to render land use decisions along with the ability to obtain
housing and transportation funding could be jeopardized.

I. RFCOMMENDATT_ON
A. APPROVE a First Amendment authorizing extra work under the Consulting Services
Agreement dated January 27, 1999, with Clayton Environmental Consultants, for asbestos and
lead related consulting services associated with the Tenant Improvements at Los Medanos
Health Center, 2311 Loveridge Road, Pittsburg, for Health Services Department. The First
Amendment increases the scope of services and increases the Payment limit from $21,200.00 to
$27,000.00, an increase of$5,800.00.
B. AUTHORIZE the Director of General Services to execute the First Amendment to the
consulting services agreement, and to issue written authorizations for extra work, in addition to
the authorization for the First Amendment, provided that the cumulative total extra cost for such
additional authorizations shall not exceed$5,000.00.
II. FINANCIAL IMPACT
Sufficient funds are available in the bond financing for this project to cover this increase in the
Consultant's payment limit.

1. Effective Date and Partlec: Effective November 14,2000, Clayton Environmental Services(herein called"Consultant"),a California Corporation,
and the County of Contra Costa(herein called"County"),a political subdivision of the State of California,mutually agree as follows:
2. Purpose: On January 27, 1999,the parties entered into a contract entitled"Consulting Services Agreement,"referred to as the"Agreement,"which
covers asbestos and lead relating consulting services associated with Tenant Improvements at Los Medanos Health Center,2311 Loveridge Road,
Pittsburg for Health Services. The parties desire to amend the Agreement to expand the scope of service and to increase the payment limit
accordingly.
3. Amendments to Agreement:
A. In the Agreement,Section i(e),change the Payment Limit from $21,200.00 to$27,000.00,an increase of$5,800.00.This change shall apply
to charges from and after February 1,2000.
B. In accordance with Section 14 of the Agreement,provide the following extra services:
1. Additional consulting services, analytical fees and oversight services related to newly discovered suspect materials in baseboard mastic
and flooring materials found during renovation of sanitary sewer plumbing piping replacement.
2. Additional reviews of contractor submittals as required during construction.

L RECOMMENDATION
A. APPROVE a consulting services agreement with Luster Group, Inc., 1001 Broadway, Suite 214,
Oakland, California, for project management services for a New Animal Services Facility, 4800
Imhoff Place, Martinez. The agreement will be effective November 14, 2000 and will provide
for project management services during schematic design, design development, construction
documents and bidding phases with a payment limit of$90,000.00, which amount shall not be
exceeded without prior, written authorization by the Director of General Services. The
agreement shall apply to charges for services from and after October 25, 2000.
B. AUTHORIZE the Director of General Services to execute the agreement and to issue written
authorizations for extra work, provided that the cumulative total extra cost for all such
authorizations shall not exceed$10,000.00.
II. FINANCIAL IMPACT
There are sufficient funds in the general fund plant acquisition account to cover the amount encumbered
by this agreement.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND
A. The project involves construction of a New Animal Services Facility with approximately 30,000
square feet of space to suit the requirements of the Animal Services Department.

L RECOMMENDATION
APPROVE the First Amendment, effective November 14, 2000, authorizing an increase in the payment
limit from $25,000.00 to $100,000.00 for the consulting services agreement dated September 1, 1999,
with Signet Testing Labs, Inc., 3121 Diablo Avenue, Hayward, California, for testing and inspection
services for various building remodeling and construction projects. AUTHORIZE the Director of
General Services to execute the amendment.
II. FINANCIAL IMPACT
Funds will not be encumbered by the amendment except when services are ordered on a project-by-
project basis by the Architectural Services Manager. Each order will include a payment limit and a
work authorization charge number. The services will be charged to the appropriate project find or to
department funds when services are requested by client departments.
III. RECOMMENDATION
Signet Testing Labs, Inc. has been providing testing and inspection services for the County since May,
1991. Signet is retained on a project-by-project basis to provide various testing and inspection services
including, but not limited to, reinforcing steel, structural steel, concrete (cast in-place/asphaltic),
subgrade and aggregate base(field compaction testing),masonry and specialty testing and inspection for
various projects when ordered in writing by the Architectural Division of the County's General Services
Department.
